Hospital Directors Discuss
Acquisition Of New Equipment

At their regular monthly meeting
on Tuesday, May 29, members of
the Starr County Hospital District
Board of Directors discussed the
ongoing purchase of new capital
equipment to enhance the hospital's
capabilities to provide quality
medical care lor Starr County.
Administrator Thalia Munoz
indicated that "die X-Ray equipment
should be in soon. We're setting up
a second X-Ray room. This
equipment operates on the same
principles as the current equipment,
but is much more advanced. We'll
now have two fully equipped X-Ray
rooms."
Munoz indicated that the total
cost ol this equipment will be
SI 86,500 when the 580,000
discount from R.P. Kinchloe
Company is considered.
She also noted the hospital's
recent purchase of three new cardiac
monitors and two oxymeters. She
indicated that the three monitors arc
lor the coronary care unit and the
oxymeters arc for the nursery and
emergency room. The purpose of
the oxymeters, she stressed, is to
measure the oxygen content in the
blocxl.
Also, a portable cardiac monitor
called Lile-PAC 10 is being
obtained for the ambulance.
Another portable cardiac monitor
called l.ife-PAC 9 will be utilized
in the operating room.
The package total of the cardiac
monitors and oxymeters of Physio
Control, said Munoz, comes to
$67,964.
Munoz stressed, 'We're really in
the process ol upgrading our
equipment. This will enhance our
ability to provide the highest
quality medical care possible."
The expansion of the hospital
laboratory at an estimated cost of
$137,133.38 was approved.
Carrying out the architectural work
will be Delfino Garza, a Rio Grande
City native employed with Design
Group International in Laredo.
Munoz noted, "We haven't gotten
the contractor yet. We'll try to
subcontract to as many local people
as possible and try to buy as many
materials locally as possible."
The five main aspects of the plan
are the repainting and revarnishing
of all hospital doors and frames, and
the removal of existing aluminum
fixed glass windows and
replacement with new commercial
type fixed glass and aluminum
frames. Also, there will be
reconstruction of the Concrete
Masonry Unit (CMU) sills detail to
have slope to exterior (to prevent
rain water from seeping to the
interior).
In the patients' rooms, new
ceiling lights will be provided with
switches over patients beds. Rcxims
will be repainted, with the repairing
of storage cabinet units with
laminated plastic finish at exterior,
side and interior shelf. Minor
carpentry repairs will be carried out
on built-in desks, base, walls, etc.).
The main part of the expansion
will be providing a new 20 feet, 6
inch by 65 foot addition to the
laboratory area. Alterations will be
provided to the existing laboratory,
waiting, secretary, director of
nursing and x-ray storage areas.
In the emergency room area,
double doors will be provided to
divide the interior corridor from the
emergency room area. A reception
pass-through window will be
provided to separate emergency
patient-, from emergency
visitors/waiting.
Concerning the school for
Licensed Vocational Nurses, Munoz
noted, "We have contracted with
Texas Southmost. They will be
testing students on Wednesday,
June 13 at 4 p.m. We're taking
applications at this time. We can
take a maximum of 12 students.
Everything seems positive on their
end."
She indicated, "The contract can
be terminated by mutual agreement
upon written notice provided within
120 days. The instructional part (of
the school) will be in McAllen.
The clinical experience will be here
at the hospital."
The administrator concluded, "It
takes one year of instructional and
clinical experience. It is a one-year
program."
About the implementation of
new security measures, Munoz said,
"We have contracted with Argus
Security Systems of McAllen.
They have drawn up a plan; we
accepted their proposal. 1 called two
or three different companies. But
this company has drawn up plans
for the McAllen hospitals."
An addendum to transfer policies
was approved to meet the
specifications of new federal law.
The Omnibus Budget
Reconciliation Act of 1990 requires
that hospitals and rural primary care
facilities "adopt and enforce a policy
to assure compliance with
requirements related to the
examination and treatment of
emergency medical conditions and
women in labor."
Hospitals are also required to
"maintain medical and other records
related to individuals transferred to
or from the hospital for a period of
five, years from the date of the
transfer;" and to "maintain a list of
physicians who arc on-call' for duty
after the initial examination to
provide treatment necessary to
stabilize an individual with an
emergency medical condition."
Also, hosp-tals are mandated to
"post 'conspicuously' in any
emergency department a sign
specifying the rights of individuals
to emergency treatment; and post
'conspicuously' information
indicating whether or not the
hospital participates in Medicaid."
A year-to-date budget analysis,
said Munoz, "showed that we have
stayed very much within our budget
and should continue that way."
Concerning quality assurance,
Munoz noted that "we have had
over 50 percent occupancy for
several months. Our total of
emergency room visits has ranged
between 600 and 700 visits the past
several months."
The board voted to renew
long-term disability insurance with
Blue Cross/Blue Shield under the
same plan and at the same cost for
another year. A decision remains to
be made concerning health
insurance.
