underpass at Alto Bonito. Mr.
(Frederic) Paciieco (Highway
Department Resident Engineer) said

recommending a north-south
underpass. He said a resolution by
the county would give the Highway
Department more leeway ."
Gar/a commented that such an
underpass would be advantageous in
terms of both safety and economic
impact. The commissioners then
proceeded to approve the requested
resolution
William Devine of the National
Association of Counties urged the
bounty to allow us employees to
voluntary choose to enroll in the
organization's deferred
compensation supplemental
program for retirement.
Devine said, "Deferred
compensation is a supplemental
retirement program for public
employees. This is of no cost to
the county except for the incidental
expense of payroll deduction. This
is voluntary on the part of the
employee. A total of 135 counties
n Texas participate in this
irogram "
Devine contended, This will
enable employees to better plan lor
their retirement. We would contact
the employees individually.
Employees could set aside anything
from S10 per pay period to $7500
annually."
Auditor Jose Guadalupe Villarrcal
contended that it would be more
convenient for bookkeeping
purposes for the county as a whole
to adopt the program. Devine
replied, "Wc would do all the
allocations to the participating
employees. The extra work is very
minimal."
The commissioners then
approved a motion authorizing
NACO to contact county
employees on an individual basis to
see if they desire to voluntarily
participate in the supplemental
program
Margo told Devine, "This county
does not have a retirement program
When can you make a presentauon
to county employees?" Devine
responded, "This is all the more
reason to have a deferred program.
Perhaps you can use this as your
retirement program "
Margo said, "I want to hear about
your full retirement program."
Devine replied, "It's mostly the
■same, cxccpt for the county's
contribution."

between the U.S. government, the
county and the landowners. The
county did not build the proper
crossings, so drainage has been
blocked and there is high salinity."

to clean that up, but it was
impossible I'm trying to obtain an
excavator to clear the brush and
open the channel. It would be
impossible to do it by hand."

The state's unusually wet spring
is causing rapid increases in flea
populations, which were already
larger than usual because so many
survived the winter.
Fleas tend to be more of an
itching nuisance than a threat to
human health, primarily because
the worst diseases they carried have
been eradicated.
The chief sources of flea
infestation in the home are family
pets but once indoors fleas thrive in

current machine. We'll be paying
$140 (per month) more."

authorization to acquire a new

Taxing Entities
Central Power and Light
Company's share of support to the
taxing entities within the
company's 44-county service are
amounts to S29 million for 1989,
making the company one of South
Texas largest ad valorem taxpayers,
according to Floyd Anderson, the
company's ad valorem supervisor.
Of the 429 million total,
approximately 50 percent went to
school districts with the balance
being distributed among other
taxing entities such as city and
county governments and water,
drainage, fire, hospital and road
districts.
According to Bob Maples, CPL
manager in Rio Grande City, CPL
paid SI31,894 in ad valorem taxes
in Starr County. Major recipients
include three school districts
dividing $76,018 and county
government receiving $30,279.
One city in Starr County also
realized SI ,802 in taxes from CPL
with the other taxing entities
receiving the balance.
In addition to ad valorem taxes,
CPL supports locai governments
by payment of gross receipts tax
and sales tax, where applicable.
