said, "The state is in charge of
patrolling Highway 83."
Precinct One Commissioner Jose
Maria "Chema" Alvarez stressed,
"I'm very much in favor of coming
up with something for them (the
Escobares citizcns) in the coming
budget." Martinez contended, "We
need a meeting with the Sheriffs
Department. The sheriff is very
much in charge of law enforcement
decisions."
Alvarez insisted, "If we don't
appropriate adequate funds, the
sheriff can't do much. These people
need to meet with the sheriff."
Martinez argued, "We're paying
insurance on 20 Sheriff's
Department vehicles. Somehow,
the personnel are not being spread
out."
Pena contended, "The funds
coming from the J.P.'s are being
used wisely. There is a big problem
with drugs; that is the number one
problem. We have to control that."
Precinct Four Commissioner
Reynaldo Moreno" Alaniz said,
"There arc not much left for the
J.P. offices alter expenses." Auditor
Jose Guadalupe Villarreal indicated,
"For several months a year, the J.P.
offices run at a deficit."
Mrs. Lent replied, I was
thinking of additional funds that
would come from fines. We would
like to set up a meeting at the
earliest possible date."
Commissioner Pena noted, "Full
funding would not be available
until next year's budget, at the
earliest." Rosalcs said thai highway

In conclusion, Judge Martinez
stressed, "We will do everything we
can." A consensus was reached that
the next step will be an informal citizens and the Sheriff's
meeting between the Escobares Department officials.

ECC PROGRAM- A program was held at the Early Childhood Center or the Rio
Grande City CISD to celebrate the achievements of the year by the students. ECC
Director Telca Porras gave the welcome and acted as Mistress of Ceremonies, . own
receiving their diplomas from their teaeher, Mrs. E. Rodriguez, whose instructional
assistant is R. Ortiz, are Jaime Barrera, Elvia Bazan, Luis Jorge Cabello, Daniel
David Casas, Sonia de la Cruz, Evaristo Espinoza, Jose Luis Estrada, Cristma
Gonzalez, Antonio Gutierrez, Homero Gutierez, Hector Omar Islas, Virginia Islas.
Alberto Lucio, Angelica Maria Martinez, Kito U. Martinez, Jr., Luis Orlando Perez,
Gerardo Robles, Christopher John Salazar, Michael Andrew Salazar, Michael
Sepulveda, and Michelle Sepuheda. The students said the Pledge of Allegiance and
sang several special songs. Ihe invocation was led by Jacob Alejandre and Esthela
Martinez, and Ueriberto Adan Silva and Ruben Garcia led the benediction.
Starr County District
Court Dispositions
The following cases were
disposed of in Starr County 229th
District Court proceedings in the
week that began on Tuesday, May
29.
(1) Adela G. Benitcz pleaded
guilty to possession of cocaine and
was sentenced by District Judge
Ricardo Garcia to five years
probation. In the same case,
$9692. IS and weapons were
forfeited to the District Attorney's
Office.
(2) Domingo Olivarez pleaded
guilty to burglary of a building and
was sentenced to eight years
confinement in the Texas
Department of Corrections.
Concerning a charge ol retaliation
against Olivarez, a motion wits filed
lotconsider uiutdjiidicaiion in Cause
Number 89-CR-162. In this case,
$78(X) was forfeited to the D> ;trict
Attorney's Office.
(3) Juan A. Contreras was
sentenced to seven years in the
Texas Department of Corrections
for revocation of probation.
(4) Joel Artemio Saldana Ba/an
pleaded guilty to aggravated
possession of marijuana and was
sentenced to 10 years probation and
a S5000 fine. The charge of illegal
investment against Bazan was
considered unadjudicated in Cause
No. 90-CR-68. In the same case,
S70,810 was forfeited to the
District Attorney's office.
(5) Irnia Tamez pleaded guilty to
possession of marijuana and was
sentenced to three years probation
and a S1 (K)0 fine.
(6) Orfelio Escamilla, Jr., was
sentenced to live years in the TDC
on an aggravated possession of
marijuana charge.
(7) Orlclio Escamilla, Jr, was
sentenced to five years in the TDC
lor revocation of probation.
(8) Roger Crim, Sr., pleaded
guilty to burglary of a habitation
and was sentenced to five years
probation. A charge of burglary ol a
habitation was considered
unadjudicated in Cause Number
89-CR -151.
(9) Mirthala Hinojosa Gar/.a
pleaded guilty to possession ol
cocaine and was sentenced to three
years probation and a SI SIX J fine.
(10) Juan Manuel Saldana pleaded
guilty to aggravated possession of
marijuana and was sentenced to
three years probation and a SI500
fine. A possession ol cocaine
charge against Saldana was
considered unadjudicated in Cause
No. 89-CR-177.
(11) Enrique A. Saldana pleaded
guilty to aggravated possession of
marijuana and was sentenced to
seven years probation and a S15CX)
fine. A possession of cocaine
charge against Saldana v. as
considered unadjudicated in Cause
Number 89-CR 177
(12) Luanda Sepulveda pleaded
guilty to possession of marijuana
and was sentenced to 10 years
probation and a $5000 line
