A PROPOSED PLAN
1 Improve our distribution system to the point that we
are delivering the power we produce to the point of consumption
This has to be done before we actually know how
much additional power we need
2 Improve our accounting system so that accurate
cost of producing power are known and dicisions based
upon these records can be made
3 Operate our present efficient motors and place our
expensively operated equipment on standby
4 Investigate the possibility of purchasing a part of
our power from a utility company to be delivered to our
plant for our own distribution No one wants to let our distribution
system go
TO SET THE FACTS RIGHT
To correct some of the misleading information with
regards to the coming bond election the following statements
are made
1 No one wants to turn over our distribution system
to a public utility
2 No one wants to close the power plant but only
TAILORED FOR THE CITY OF TULIA
the efficient motors should be operated
3 The City will definitely need the same personnel
now operating our present power plant to continue in their
same capacity
4 Street lights will be operated by Tulia since we own
our distribution system
5 Rates will be set by the City of Tulia since we own
our distribution system
6 No one wants to loose a good money maker for Tulia
we only want to stay out of debt
To be very honest people we have a way to eat our
cake and have it too because the distribution system is the
real money maker
ARE WE HEADED FOR BANKRUPICY
The principle source of income in our area is from agriculture
and agriculture depends upon water Indications are
that we are at maximum development until manufacturing
comes to our aid With this prospect in view Are we doing
the right thing by getting deeper into debt
Getting into debt is not bad of itself however it should

be done only if there is no other way Fellow citizens we do
have another way by buying a part of our power and producing
the remaining balance with efficient engines
By buying a little time the citizens of Tulia will be more
able to determine their needs based on economic conditions
and the latest developments which have and are being made
in Atomic Power and engine efficiency
Many leading economists tell us to be wary of long term
debts We should not count our chickens before they hatch
but Tulia might be trying to eat her chickens before they
hatch
LETS BUY TIME
Our distribution system is the real money maker It can
be improved and placed on par with the best without an
increase in the funded debt
It is possible that an improved distributing system will
elimate our biggest problem thus saving any added cost
to power plant itself
