NEEDED BETTER LEGISLATORS
Scores of editorials have been written in recent
weeks concerning the need for greater pay for state
legislators in Texas They cite the extremely poor
calibre of so many of our present legislators and
they blame the low pay scale for keeping really
qualified from running
Typical of these editorials is the one appearing
last week in The Canyon News
Probably one of the best ways to begin cleaning
up the state government would be to pay the
legislature a decent wage so that those men serving
would not be tempted by retainer fees free
trips hunting vacations and the like
The idea behind the low pay for legislators
at least I was taught is that the caliber of man needed
for the ob could probably afford to go away from
his business and should only be paid expenses
The low pay would also keep shiftless neer
dowells out of the legislature because the amount
of money would not be enough to keep them in sowbelly
grits and cowpeas
The way it has worked out though is that
most of those serving the state in the legislature
are young law students in the University of Texas
Law School They re down there anyway and it
doesn t cost them anything extra to live the pay
is enough to help them along in their studies and
the legislative session fits in nicely with their schoolworkOf course there are some publicspirited citizens
who run for the legislature and go to the session
which amounts to leaving home for four solid
months each two years and suffer the loss to their
business at home
There are a lot of lawyers who are legislators
A lawyer s business is representing someone or
some company As a representative a lawyer should
side with his client On the other hand as a legislator
the lawyer is a representative of the people
of his district
There s a good basic conflict that could cause
a lot of sleeplessness to a conscientious person To
represent the client or the people Thats not as easy
to answer as if might sound
This editorial just about sums up the situation
That the quality of the men we send to Austin inmost
instances is mediocre or worse we all are
aware
But what choice do we have Marking cur ballots
usually amounts to voting for the lesser of the
several evils And sometimes we don t even have this
much of a choice
If you want to get robbed in your own particular
business just employ a person with weak character
and underpay htm The same holds true vith our
legislature Austin ts full of lobbyists anxious to pass
out cosfi and other
valuoble considerations lo some
old country boy who doesnt know what it is all
about in the first place In many cases the old
country boy isn t aware that his vote is being bought
He listens to the professional slicktongued lobbyist
who actually convinces him that he is voting the right
way
Under the present setup the job in Texas is
designed to attract little men ne erdowells who
ore seehng honor and prestige which they never en
toyed back home Really competent men have net been
offered sufficient inducement to run In most instances
we rather suspect our best talant in the legislature
comes from some of the University of Texas Lav
School students if they are men of character and
honor chances are they are more conscientious than
the office seeker back home since the present pay is
quite satisfactory for the university itudent
Better pay isn t always the complete solution
when the problem is to attract better talent How

dividuals observe and study their reactions
during an emergency
There are people who will be fairly respectable
when they have to be They fear
social disapproval they are interested in
what the public thinks of them And certainly
they dont want the stigma that follows an
encounter with the law So they behave
fairly well most of the time
These fears keep them in line
THOUGHTS FOK THURSDAY
BUT WATCH OUT for these people dur
ing states of emergency
Last week the routine of most Tulians
was disturbed And it was indeed interesting
to watch the effect of this emergency
on various persons
In many instances we observed the good
that lives in many people make itself manifest
We saw people devote themselves to
the cause of humanity We saw local men
travel many miles over hazardous roads to
take the ill to hospitals to pull stalled cars
out of snow drifts to take the cold to shelter
to take groceries to the hungry These
men were touched by the necessity of others
in trouble They gave up their warm homes
to sliovel snow to push cars all without
financial remuneration
THOUGHTS FOB THURSDAY
DURING WORLD WAR II with its
many inconveniences we saw people contribute
generously of their time talents and
money They entertained service men in
their homes They gave to the USO In fact
these people did whatever they were asked
regardless of the cost or personal sacrifice
THOUGHTS FO THUSSDAY
DURING THE recent floods in California
and the hurricanes in New England there
were heroes There were those who made
tremendous sacrifices for people they didnt
even know
During these emergencies it makes us
glad to be members of the human race when
we see this evidence of goodwill and kindnessIt took these emergencies to bring out
into the open the true characters of these
unsung heroes
THOUGHTS FOR THURSDAY
YET THERE IS another side of the picture
unortunately
Not all possess this goodwill toward
men
Emergencies also bring out the evil that
lives in some men
We see in the papers where there were
those who took advantage of mans difficulties
during the recent snow storm to profiteer
There were those who took advantage
of the scarcity of tire chains to hike the price
of those they were fortunate enough to have
on hand While some were plowing through
snow drifts on country roads to reach the
sick or to bring Negro corpses to an undertaker
all without charge and at great personal
inconveniences others were exacting
inflated prices from helpless motorists according
to reports received from some Panhandle
communities
Had the emergency become more severe
we wonder how long it would have taken this
practice to have spread to other scarce items
THOUGHTS FOR THURSDAY
AGAIN WE HAVE only to look back to
another emergency during the recent war
when the black market flourished We can
all tell hairraising tales about prices paid for
used cars building materials sugar gasoline
tires and the like There were those who hurriedly
marked up the prices of their merchandise
after a scarcity became apparent
Even within the services there were
cases where one GI extorted his price from
another GI who was in desperate need
THOUGHTS FOR THURSDAY
WE CAN BE thankful that emergencies
do not appear any more often If we lived
in a perpetual state of emergency we wonder
how long it would take some men to become
saints while others became animals

News U S Sen Price Daniel told some 250
newspaper people in Austin that he would
rather be governor of Texas than president
of the United States That comes as no surprise
its not even news But P Daniel is
not the only one who rather see him governor
than president Bascom Giles behind prison
walls in Huntsville undoubtedly would like
to see P Daniel governor of Texas A Shivers
is another wholl never make a campaign
speech against Daniel John Ben Shepperd
would feel a lot better with Daniel as governorAnd if the truth were known a Mr
Shoemake former head of the bankrupt and
defunct U S Trust and Guaranty Co of
Waco now in a Waco hospital with a hole
clean through his head would probably not
try to put another hole in his head if he knew
Price Daniel was going to be governor when
A Shivers leaves the shambles that is now
the state government Or will Daniel Shep
perd and Shivers try to make Shoemake tell
who he gave 50000 to that he took from
U S Trust and charged it off to cash
Thats a joke son But in case those three
professional patriots want to try which they
dont heres a clue The 50000 disappeared
during sessions of the legislature
What a brave courageous figure A
Shivers made in 1952 denouncing the deep
freezes and mink coats of the Truman administration
What a sorry figure he presents
now with the accumlated crime and corrup
tion of 10 years clinging to his administrationBut Price will come through for his buddies
all right He and A Shivers are blood
political brothers If Daniel is elected by the
same people who bought the governorship
for Shivers we will have more of what we
have now
It was P Daniel who as attorney general
of Texas originally approved the Bascom
Giles block land deals which swindled the
State of Texas out of 25 million dollars and
sent Giles to the penitentiary
Who else would rather see Daniel governor
than president Everybody in the Shiv
ersGilesShepperd gang especially their Big
Money campaign backers To the veteran
land swindlers the insurance swindlers and
the leading characters in scandals still uncovered
P Daniel would look good in the
governors mansion
For the frantic Shivercrats their rotten
corrupt ship sinking have almost brought
P Daniel to the brink of announcing for
governor Daniel is the last hope of the

Everfaody is talking about the weather
but I havent heard any body say they wish
it hadnt snowed We are all too thankful for
the moisture
And speaking of the weather why cant
OUR TOWN have a report in the Amarillo
paper Ive heard so many people wonder
about this We see Kress Happy Hereford
Dimmitt and even every little wide place in
the road reported but Tulia seems always
left out Lets have an official weather reporter
for Tulia
when people are in trouble as so
many have been in this snow it really brings
out the best in people The oldest son and I
got in trouble stuck in the snow and a local
man came by and didnt even offer to help
We finally got to a telephone and called the
sheriffs department but they were all out
Travis Hair was there and he came out
to help us He really worked pulling our car
with his pickup but he slipped off a bridge
and a couple of fellows came along in a
truck and helped Reminded me of the story
of the Good Samaritan Mr Hair was the
Good Samaritan Thank you sir
So many people have helped other peo
pie that we would like to say Thank you
everybody who has helped a fcllowman
Be sure to get out and vote on the bond

Time Magagine this week came up with
an interesting little article This story concerned
with national economy said in effect
that a different idealogy was evolving concerning
our economic situation
This article pictured four graphs all but
one slanting upward from left to right The
gross national product was depicted as climb
ing from 262 billion in 1949 to 357 billion
in 1955 Average weekly earnings have an
parently climbed from an average of 50 to
80 in the same period and wonders of
wonders the consumer price index has risen
only 12 points A beautiful picture of a boom
ing economy We will take up the fourth
graph in a moment
The Republicans arc assuming a different
theory of economy Time said the Democrats
were intent on giving equal shares to
everyone of a static economic pie when thev
were in office But now the picture has changed
viz The Republicans are sitting back
and letting the economy climb and climb and
climb They arc concerned with keeping ev
erybodys graphs going upward at the same
pace in an expanding economy
But now we come to the fourth graph
It shows the farm price picture fortytwo
points off of 1949 Time goes on to laud the
Republicans for their deep deep concern for
the farmer A fine bunch of people the pro
Republican magazine says Just look what
they are going to do Ike will keep all the
graphs parallel and do it with 90 per cent
parity apparently This childlike faith in
a system of politics and political control is
not very laudable in our opinion especially
when simple economic
principles say one
major group cannot lag behind for long without
bringing on a general depression
Weve been listening since last summer
when the rumblings of discontent became
more evident than ever before concerning the
promises of our national farm and political
leaders There have been many bags of hot
air speeches and thousands of printed words
on the future and suretocome heyday of the
American farmer But the action weve seen
are the same old operations set up by the
Democrats that havent yet been curtailed
bythe Republicans
The latest farm program is nothing but a
giltedged farce filled with words calculated
to sooth and relax words which if they
came true would add another government
giveaway program to those already in force
and would not help our farmers at all Ikes
farm plan says well be benevolent and give
everybody something for nothing Each farmer
will receive many thousands of dollars
for letting a portion of his land lay idle Dear
Mr President It takes many thousands of
dollars to run a farm A lot of farmers in
Castro County went further in the hole this
year than twice the amount proposed as
payment for idle acres and they did it on
good crops And besides that most farmers
are normal independent people they want
to work for what they get
We hear a lot of talk about a surplus
from Farm Secretary Benson And who is to
say we have a surplus In broad general
terms we are one cotton crop ahead ordinarily
and a little more on wheat Besides one
man is afraid and aparently wishing we
were one year behind in production instead
of ahead every farmer in the county is
hurting And economic hurt is about as
painful a sensation as can be found especially
when the people we hire to take care of
suchjhings fall down on the job
We are not an economist nor do we pretend
to know more than anyone else about
farm or any other national current problem
But it doesnt take an expert in the Kinsean
Theory of Economics to see the relation between
industry labor the farm and consumers
Just let the farmer fall behind for a
few years without breaking even First he
cant buy new farm machinery then that industry
cannot buy steel because it cant sell
production Steel then lays off workers who
cant purchase without a job Their purchasing
power along with the farmer is taken
out of the economy The luxury item producers
lay off workers who join the others and
the cycle runs the gauntlet taking more and
more every time it comes around until utter
chaos exists as it dod in 1929 Is Republican
history beginning to repeat itself Everything
