line of Fannin County; thence west with said county line of
Hunt and Fannin Counties to place of beginning.
SEC. 2. The management and control of the public free schools
of said Wolfe City Independent School District is hereby vested
in a board of trustees that shall be composed of seven persons
who are resident citizens and qualified voters within said district.
The trustees of the Wolfe City Independent School District are
hereby continued in office until their respective terms of office
expire and their successors are duly elected and qualified.
SEC. 3. The said Wolfe City Independent School District as
created by this Act, shall have and exercise, and is hereby vested
with all of the powers, rights, privileges and duties of a town
incorporated under the General Laws of this State for free school
purposes only, and a board of trustees of the said Wolfe City Independent
School District shall have and exercise all of the
powers, rights, privileges and duties conferred and imposed by
the General Laws of Texas, upon the trustees of independent
school districts incorporated under the General Laws of the State
for free school purposes only.
SEC. 4. It is hereby specifically provided that no clause or section
of this Act shall be construed so as to invalidate any outstanding
indebtedness, including bonds of the present Wolfe City
Independent School District or of the City of Wolfe City.
SEC. 5. It is hereby specifically provided that the City of
Wolfe City is divested of any control of the public schools of the
Wolfe City Independent School District, and that such authority
to manage and control the schools of the said Wolfe City Independent
School District, as may have heretofore been vested in
said city of Wolfe City, is hereby vested in the board of trustees
of the Wolfe City Independent School District, as created by this
Act.
SEC. 6. The crowded condition of the calendar and the need
of more effective local control and development of the public free
schools for the Wolfe City Independent School District creates
an emergency and an imperative public necessity that the constitutional
rule requiring bills to be read on three several days be
suspended, and the same is hereby suspended, and this Act shall
take effect and be in force from and after its passage, and it is so
enacted.
[NOTE.-The enrolled bill shows that the foregoing Act passed
the House, 111 yeas, 0 nays; passed the Senate, 31 yeas, 0 nays.]
