oclock He went nt once to bis room
where be remained seeing no one It
was cxpacted be wonld take bis seat in

On his way to the capltol the speaker
was warmly greeted by both Republi-
cans and Democrats and received con-
gratulations on nil bands Later in tbe
day he held a sort of impromptu recep-

causo he thought it proper that Sir Bur-

ing a large pan of boiling syrup ready

bill passed tbe seunto today and will
reaoh the house tomorrow It will be
referred at once to the ways and means
committee who will report it back for
Friday and ask for a conference A sin-
gle objection to this will take the bill
Into committee ot the whole but it is ex-
pected In view of the anxiety to get-
away that no Democrats will object to n
conference The opinion prevnils that
the bill will reach the president in about
two weeks and that congress will get
awny by October 1

mission to send their Chinese cook from

supplies for the establishment
RESOLUTION FROM OKLAHOMA
A resolution was presented in the sen-
ate today from the legislative assembly
of Oklahoma asking for tbe opening to
settlement of the Cherokee Strip The
petition states thnt this would compel tbe
building of other railroads into the Ter-
ritory the construction of which would
give immediate employment to hundreds
of people and that tbe admission of
Oklahoma to statehood would soon fol-
low as a natural consequence They also
pray for the opening of the Kiowa Sac
Fox and Pattawattomie reservations

department directing him to proceed at

How the Tariff BUI Will be Disposed of
Special to the Gazette
Washington Sept 10 The tariff
bill having been passod by the senate a
good deal of speculation Is being In-
dulged in here as to what course will be
adopted in the house as to whether it
will bo referred to a committee of con-
ference or whethor it will be taken up by
the houso for consideration of senate
amendments seriatim Heretofore it
has been supposed that as a matter of
course the bill would be referred to a
committee of conference for a settlement
of the differences between the two
bouses but it is said Speaker Reed
is inclined to the opinion that the better
way to consider this measure would be to
take it up and act upon
the senate amendments
Item by item and dispose ot tbe bill in
that way The argument in favor of tbe
latter method is that time would be
saved in tbe aggregate by so doing be-
cause if tbe disagreeing votes of the two
bous s were referred to a committee of
conference it is estimated that at least
Ave or six days would be consumed in
arriving at an agreement and a report
by the conferees and then sev-
eral days more would be con-
sumed in both bouses in disposing
of the conference report If the bill
were taken ud now for consideration of
the senate amendments it is calculated
that it would bo disposed of within
ABOUT FOUR DATS
Those who insist thnt tbe latter plan
will be adopted assume the house will
adopt all of tbe senate amendments and
that therefore It will not be necessary to
send the bill back to the senate for action
at all This at first blush seems quite
Improbable and yet there are many
here who believe that such a result
can be attained Tbe differences that
exist between tbe two bouses are not of
an Irreconcilable character and tbe Re-
publicans in the bouse it Is claimed
would not seriously antagonize any of
tbe senate amendments The amend-
ments ofthe senate are 4Ci in number
Many of them however are of

The material amendments upon which
any considerable contest might be made
are comparatlrelv few in number and It
Is said that none of them are of a char-
acter to excite serious hostility In the

Washington Sept 10 In the Rauin
investigation today Chairman Morrill
proceded to pass upon the question
rnised as to the relevancy of the testi-
mony offered yesterday by Cooper relat-
ing to tbe charaoter of tbe refrigerator
companys stock nnd ruUd it out
Flick a majority member said that
he took tho same view regarding the
testimony as irrelevant at this time and
without relation to the investigation
Lewis a minority member ontered his
protest against the narrow limitation
holding that the character of the stock
was ouo of the counts of the indictment
but by a party vote tbe chairmans ruling
was sustained
To Commissioner Raum Chief Clerk
Bryant said that while there bad been
a larger output of claims under tbe
new order than before there had been
greater haste in tbe preparation of cases
and much rivalry between clerks He
did not say that tbe work was improperly
done but had called attention to tbe
fast that some examiners were disposing
of claims in less time than they could bo
properly considered
The commissioner wished to know
whether the witness had tried to put a
stop to it if It was not part of bis re-
sponsibility as assistant chief to do so
The witness replied that be had not
thought of puttiug a stop to It Thirty
five thousand cases put on tho completed
tiles by the oflloa had been selected with-
out partiality
At this point Mr Cooper thought it was
proper that the committee should pass
upon his resolution Referred to it to
extend tbe scope of investigation

tbe Southampton strikers is hurting
their cause in the estimation of tho pub-
lic though it is generally admitted that
much of tbe disorder that has occurred
is chargeable to the rashness and ill
judgment and oven cowardice of tho
magistrates quite ns much as to any de-
sire on the part of the strikers to cause
trouble A number of leading labor
men have arrived from Loudon and
aro endeavoring to improve the dis-
cipline of the men nnd prevent them
from further breaches of peace The ad-
miralty have extended tboir aid to local
authorities by providing a water patrol
of marines
The strikers paraded this afternoon
tbe procession being a mile long A lo-
cal priest wbo is quite popular among
the men is acting as selfappointed me-
diator and has In fact made some
progress towards bringing the contesting
parties into a mood for arbitration of the
dispute
London dookers are refusing to load
Southampton vessels and tbe Shippers
Union recently formed tor the purpose
of supplying men to take the plaoe of the
strikers has not extended much aid to
ship owners in this emergenoy Tbe
union though it has seven well organized
branches has not succeeded in enrolling
many laborers on its lists so great is the
dread among the working men of being
known as blacklegs
Tbe admiralty have decided to
investigate tbe complaints of tho
government dock yard employes
relative to wages and other mat-
ters and representatives of the men will
be granted a hearing in a few days
Skilled laborers ask for an increase
from So50 to 7 per week and unskilled
laborers want 6 per week
favorable to the striers
Tbe groat strikes for tbe past six
months in England have all ended
favorably to the strikers more
especially tbe Leeds gas strike
when tbe city corporations surrendered
to the violence of the men after the city
bad been m darkness for several nights
and the Welch railway strike in which
the demands of the men were substan-
tially conceded Tbe result is that all
labor throughout England of every kind
Is being organized including even bill
distributors and sandwioh men Tbe
latter who carry an advertising board In
the streets reoeive about thirtysix
cents per day They Include many old
soldiers One ot the most significant in-
dustrial phenomenon of the time In
fact is the organization of unskilled la-

States seven years At a recent conven-
tion held In San Antonio Judge J V
Spolm was nominatod for congress on tbe
Republican ticket from the Seventh con-
gressional district to run against Hon
W II Crain On looking over the
records of the district court In this city
today the reporter finds that Judge
Spolm became a fullfledged citizen of
the United States renouncing all alle-
giance to Queen Vlotoria on the sixth
day of June 188S and consequently
cannot qualify as a representative in tbe
next congress were he eleoted The
news has gone out and various telegrams
left tho city today to prominent Repub-
licans in other parts of the district and
probably a seoond nomination will be
made
