Washington Feb 7 During the
course of his testimony before the
senate committees on intcroccanlc
canals John F Wallace former chief
engineer of the Isthmian canal Bald
that lie did a years work and that
his successor had no benefit of his
analysis or recommendations be-
cause hte said the secretary of
war told mo he did not want It and
had no use for me except on the
Isthmus as a directing engineer He
was so angry In his treatment that he
all but cursed me
He gave a minute account of the
conditions he found there and the dif-
ficulties he encountered In getting
material and supplies and the delays
that occurred in filling requirements
While ho was cabling to have the or-
ders expldlted he said ho received
word from Admiral Walker that cable-
grams cost money Io was a delicate
hint he said that ho had batter not
use the cables so much
Tho work I did Bald Mr Wallace
extended over a complete year tak-
ing In wet and dry seasons I was
working along a definite programme
Which 1 Intended to put In writing In
my annual report and would have done
so had I been permitted to make a
report I experimented with the
French excavators so as to tell wheth-
er It would be the more economical to
use or destroy these machines which
cost probably 30000000 I experi-
mented far enough to know that these
machines were not fit for use
Mr Wallace does not favor the

COMPARED TO CRUCIFixloV
Referred to Oppoiltion as Three Wise1
Men From the East
Washington Feb 7 Mr Stanley of
Kentucky in favoring railroad rato
regulation bill sold that the men who
defend the railroads in the house were
all from tho east He referred he Bald
to the three wise men of the east
McCall Sibley and Llttlefleld and
added that all other sections of the
country wanted the legislation The
private car evil ho said had its in-
ception about thirty years ago when
a shrewd Connecticut yankee namod
Swift conceived the lde
The only defense the carriers
madei ho said was stealing Or the
other fellow would have got our
trado
Tvliy he continued the gentle-
men from Maine Pennsylvania and
Massachusetts show anger acrlmon
iousness or vlclousness in their assault
upon this bill that Is amazing
They havo compared the efforts of
tho public servants with tho American
people to stop this robbery with tho
crucifixion of my God They havo
compared it to a secret conspiracy
conceived between a cowardly praetor
and a murderous Jewish priest
Addressing the Republican sldo Mr
Stanley said
The figure may have somo propri-
ety there but I thank God there is
no Pontius Polate here on tho Demo-
cratic side washing his hands of this
legislation Democratic applause
Carry tho simile further pass this
law and enforce it rigorously against
the railroads and the prlvato car
companies alike and we will have two
mqre thieves on the cross Applause
and laughter
Why he continued tho people
havo been robbed millions have been
filched Armour alone receives 72000
a day from his private car lines Over
25000000 a year Is being taken alono
In Icing cars and rebates
It was the most Democratic thing
Republicans had done since they were
baptized
Oh they say Its Bryans baby
I do not mean to reflect upon its pa-
ternity but it Is what you would call
gentlemen a child of tho people It
belongs to tho Democratic party and
It is no baby
I want to say for Mr Bryan that he
is not only the Idol of Democracy and
the defender of the poor but the ut-
terance of his name to any unpenlten
tlaried thief on Wall street without
regard to his profession or his party
makes him shudder Hp Is the winged
Nemesis of graft and plunder every-
where Applause
You may well fear him These
prlvato car contractors in 1900 gave
400000 in three checks to keep him
In private life And they may well
dread to see the prospect of a Daniel
come to judgmont Oh it is so Dom
ocratlc I look over there on that side
of the house you talk about insurrec-
tions Tho fellow who gave the dose
Is now trying to take It and what a
mouth he makes Why if you look
at the wheelhorse of the Republican
party the weight Is all on the breech-
ing and not on tho tugs Applause on
Democratic side All of your leaders
are insurgents and there is many a
standpat stalwart Achilles who was
wont to lead the unterrifled hosts of
Ohio Pennsylvania and New Tork now
skulking in his tent Applause on
Democratic side
There 13 only one reason on earth
why you swallow this moasure and
this is because your president wants
it I have never gone into hysterics
over President Roosevelt and I never
will but I believe however he Is
fairly honest and a fine Judge of hu-
man nature and this Is the reason he
is favoring this bill and you are afraid
when he shows his teeth and you
squirm and cower when he cracks
his whip
