Interview On Housing Census
The first and only complete statistical record presenting all of
the facts about the houses in which 33 million American families live
Will be compiled by the Census enumerators in April according to
Earl C Cayton distrcit supervisor of the Census for this district
For years it has been the contention of many declared Mr
Cayton that the expansion of home construclton waa essential to
bring about a return to prosperity But experts have never been able to
obtain a composite picture of existing housing facilities nor obtain
even an approximate demand for additional homes This lack of information
has made private capital timid about entering the field
With any longrange systematic development plan The Government
and cities have been making efforts to stimulate home building but
Jfrc lack of factual data has acted as a deterrent to these efforts
According to District Supervisor Cayton Congress decided that an
actual factual survey would be necessary to obtain an exact measurement
of housing needs as a preliminary step to the development of n
plan which would invite private capital to meet the need So when
the Census enumerator calls on every family in April he will seek
Information form each family on the type of structure In which it
Jirm He will ask how old Uic building is what material it is made
of whether it is located in a city or on n farm and whether or not
it is in need of major repairs
Concerning each dwelling unit he will ask the number of rooms
Ihe water supply the toilet fcailitics bath tub shower or running
water lighting equipment rental value and sale value
The information sought will also include whether the home in
wned or rented number of persons in the household refrigeration
equipment whether a radio what kind of heating equipment fuel
used for heating fuel used for cooking and annuul expenditures for
utilities
In order to obtain a national picture of the home indebtedness
situation the enumerator will seek information on the mortgages the
payments thcicon real estate taxes interest on the mortgage and the
class of the mortgage holder such as building and loan association
bank life insurance company mortgage company HOLC individual
or other
The Census Supervisor contends that every family will benefit
directly or indirectly through the compiling of this complete statistical
picture of the housing situation Cities will know for the first
time what neighborhoods are lacking in housing capacity and where
there is the greatest demand for extension of water mains electric
lighting sewage sidewalks paving and other improvements Builders
and material men should be encouraged to go forward with improvement
plans lending agencies will have a better guide upon which to
establish conservative rates and the possibility of additional employment
by ieason of new construction should help every community

In the parable of the talents we are told that to one man was
given five talents to another one to every man according to his ability
The parable then proceeds to tell of the use to which each one
put his talents and the reward he received This parable is one that
every individual can take unto himself Because of it every person
can be assured that God has given to him some measure of talent
It may be that he has received five talents or two talents or perhaps
but one tale it Whatever measure of talent has been given an individual
the parable makes clear that God is not going to judge him
by the amount he accumulates be it much or llttK He is going to
judge him in proportion as he has used Uie talent he has been given
The one talent man may be entitled in the eyes of God to more
praise and more approval than the five talent man God will not
measure by what one has nut by what he has done with what he
has been gven Its a comforting thought to those of us who feel
that we are among the one talent people and that because of it God
isnt going to oveilook our sincerity and our effort
