"We implemented changes.
There were people not performing.
Some were let go," Jeffcoat said.
"That left a hole in freshman admis-
sions.
"We have hired [some] students
who have graduated to be freshmen
counselors. In the past, we had two or
three folks, now we have four and are
hiring a fifth. We are also searching
for a new director." he said.
"The biggest thing 1 need to do to
impact students is the renovation of
the residence halls, especially O.C.
Hall."
Jeffcoat also talked about the
anticipated reopening of Ann
Waggoner Hall. The 650-seat audito-
rium is expected to be completed
sometime in April.
In addition, plans are underway
to convert the Law Sone Fine Arts
Center into a theater in the round.
"The first 16 [of 19] months that
I have been here have not been fun.
We have had to put out fires, many of
them inherited from past administra-
tions. I have been disappointed at
some of the bitterness on campus.
This is not going to happen
overnight," Jeffcoat said.
"I have a good working relation-
ship with the trustees. They have been
very supportive. There may have been
some concern that I have been overly
aggressive, but that was a risk I was
willing to take rather than be under
aggressive," he said.
"Now I have to focus on being
more diplomatic. It's hard to articu-
late where you want the university to
go when faced with so many impor-
tant. immediate problems."
When asked about immediate
plans for the university. Jeffcoat said
"We desperately need a place for the
nurse anesthesia program. My com-
mitment is to see that it stays here.
Ground on new facilities will be bro-
ken this summer. It will be large
enough to accomodate additional stu-
dents."
He said. "It would be a terrible
mistake to allow someone to steal this
program. I am committed to keeping
the faculty."
When asked about the continuing
rumors about the possible sale of the
law school. Jeffcoat responded.
"There are institutions interested in
the acquisition of the law school. We
have a duty to entertain offers.Where
is the benefit to building up the law
school? And what is the benefit to
selling?"
"Right now. the law school is
self-sufficient. It's making money. It
is a tremendous asset to this institu-
tion. that will get only greater as we
go along. Before we [would] sell, the
board of trustees would have to be
convinced it was a greater asset if
sold."
"There is no end to the things that
we need for this university. But we
have to be able to only bite off as
much as we can chew." Jeffcoat said.
The final scheduled forum will
be held Tuesday. March 26. at 9 p.m..
in Elizabeth Hall. It is open to all stu-
dents. both residents and commuters.

"There will be approximately 180 stu
dents (of all students) whose names are dupli
cates. Those log on names will
require modified instructions with the
incorporation of numbers," said
Phaiah.
"Those individuals' names and
log on names will be posted outside
the student life office and campus
book store in the Brown-Lupton
Center, or available by calling ext.
4870."
There are various levels of priva-
cy on this site. Potential students can access
certain items, but only those with recognized
log on names can access student e-mail, chat
rooms, student organization home pages and
student directory as well as other features as
they become available.
"Once a student is assigned
their e-mail account, they will
keep it forever. They can keep
track of classmates and alumni
activities," said Phaiah.
For information or assis-
tance establishing an e-mail
account, contact the student life
office at ext. 4870.

FERPA, from page I
was humiliated by having another child grade
her papers.
The Family Educational Rights and
Privacy Act (FERPA) passed in 1974, deter-
mines who has access to student records.
"It was originally designed so that par-
ents could get access to elementary and sec-
ondary school records," said McGown. "At
the last minute institutions of higher educa-
tion were affected."
McGown said, "With higher education,
the act has an opposite effect. Parents cannot
gain access to a student's records unless the
student is a minor or the parent can supply
'clear evidence' that the student is still
claimed as a dependant."
In an effort to avoid even a minor viola-
tion. McGown distributed livers to faculty
members last week, reminding them of priva-
cy policies.
It's easiest to take the high road," he said.
"With a blatant violation, the institution is at
risk. The penalty could be the loss of federal
funding, although there has not been an
instance of this happening yet. By and large,
when violations occur, they happen inadver-
tantly."
Examples of possible violations thai fac-
ulty should be aware of are:
Do nol leave graded tesis in a stack for
students to pick up by sorting through the
papers of all students
Do not at any time use the entire Social
Security number of a student in the public
posting of grades.
Do not discuss the progress of any stu-
dent with anyone oilier than the student
(including parents) without the consent of the
student.
