Community housing forum offers
more questions than answers
The lack of adequate housing in Cana-
dian drew twenty concerned citizens to the
Santa Fe Room of the Canadian Motel last
Monday.
They gathered to hear a presentation
from Joe Franco, President of the Texas
Rural Development Association. Mr. Fran-
co lives in Dimmitt and is the Executive Di-
rector of the Azteca Economic Development
Corporation, an entity that builds and man-
ages affordable housing in Castro County.
His presentation was sponsored by the Eco-
nomic Development Corporation and the Ca-
nadian Chamber of Commerce.
Franco discussed barriers to develop-
ng housing in rural areas. Those barriers
nclude zoning, lack of land, financing com-
plexities, lack of management skills, "not in
my back yard" attitudes, and a lack of com-
mun Ity will. He stressed that not all commu-
nities face all these barriers.
He described the process being used in
Dimmitt to upgrade existing housing and to
provide new housing. His organization tar-
gets low income agricultural workers, the
disabled, and the elderly. Mr Franco writes
grant proposals specific to these populations
for both Federal and State funding. The
housing they construct is 1200 square feet or
smaller.
They also seek out "sweat equity" from
prospective tenants and "in-kind" donations
from the city and county in order to keep
costs down.
Perhaps the most important key to get-
ting a grant is based on the median ncome
of the community: the higher the median in-
come, the harder it is to get grants. The me-
dian income in Hemphill County is $41,350.
To determine eligibility for low ncome hous-
ng, a family of four in Hemphill County could
earn no more than $15,500.
Jim Pollard, former Canadian mayor,
made the point that our median ncome dis-
qualifies us for many governmental hous-
ng programs. He further observed that this
community needs housing for non-agricul-
tural workers.
Pollard asked Franco f there were other
options that would address Canadian's hous-
ng problem. Franco did have an alternative:
go private. He suggested that the commu-
nity encourage private nvestors to address
the problem. He felt that a reasonable finan-
cial return could be expected from a well-
planned, well-run project.
New arrival in town: A son, Eze-
quiel Adrian Cervantez, born April 12,
2008 to Ezequiel Cervantez and Betty
Herrera of Canadian, weighing 7 lbs,
13 oz, and 20" long. He is welcomed
by proud grandparents Alfredo Cer-
vantez, Veronica Cervantez and Mar-
tha and Lorenzo Herrera, all of Cana-
dian.
New arrival out-of-town: A daugh-
ter, Karissa Faith (above), born May 2,
2008 at 7:47 a.m., to Dallas and Krys-
tal Fiilingim of Windthorst, weighing
8 lbs and 20 " long. She is welcomed by
big sisters Keaira and Kamry. Proud
grandparents are David and Rita Pear-
son of Briscoe, Melvin and Joyce Ber-
end of Windthorst; great-grandparents
are LaVerna Fiilingim of Wheeler and
Albert and Mary Pearson of Stamford.
In Hemphill County Hospital on
Wednesday: Ollie Rogers, One Do Not
Publish.
Dismissed last week: David Hash,
Robert Ehrlich (May 1); One Do Not
Publish (May 2); Beryle Gastineau
(May 4); Bobby Martin (May 5); Janice
Thompson (May 6).
In the past week there were 36 Phys -
cal Therapy visits and 90 procedures;
30 Home Health visits; 12 Hospice visits;
98 Out-patients; 28 Emergency Room
patients; and 13 Ambulance runs.
The low overnight temperature from
April 29th through May 6th was 40 de-
grees on April 29. The low daytime tem-
perature of 59 degrees was on May 2.
The high overnight temperature of 59
degrees occurred on two dates—May 1
& 6. The high daytime temperature of
95 degrees was on April 30.
Canadian received .04" of moisture
on May 6. The rain total for April was
2.45".
