Presbyterian Church funds up to
$4 million for assisted living center
In a congregational meeting held April 27, members of Canadian's
First Presbyterian Church agreed to fund up to $4 million for con-
struction of an independent and assisted living facility here. A non-
profit organization—the Hemphill County Association—has been
set up to pilot what organizers hope will be a community-wide, non-
denominational project, and to raise additional funds toward the goal
of building a senior residential facility in Canadian.
The vote was the latest step n an almost two-year effort to devel-
op a residential facility for older citizens in Canadian. In July 2006,
the Economic Development approved the Presbyterian Church's re-
quest to provide $12,000 n seed money for a feasibility study. That
study was performed by Dallas' Grace Presbyterian Ministries, and
ncluded a demographic survey and an evaluation of the potential
population needed to support the facility, as well as anticipated con-
struction and operating costs, and the size of endowment necessary
to ensure the facility's financial viability.
Armed with the results of that study, organizers took the next
step. In the summer of 2007, the Presbyterian congregation over-
whelmingly endorsed the acquisition of a 24-acre tract of land on the
developing southern edge of town. That land—located in an area
along Hackberry Lane, which developer Richard Brock anticipates
will be this community's next residential subdivision—is expected to
provide a site for the senior living facility.
In February 2008, representatives of Sears Methodist Retire-
ment System, Inc., met with community leaders here to present a
framework for development of an assisted living center, and to gauge

cities. Their architectural consultant, Dr. Frank Rees, evaluated the
proposed site, and discussed layouts and floor plans for facilities that
have been successful in other communities.
Initial construction costs were estimated to be $5 million. Orga-
nizers hope to raise an additional $2 million for an endowment fund to
provide a long-term operational cushion for the center, and to assist
those who have outlived their financial resources but could benefit
from residency there.
Last month, the Presbyterian Church announced that it had es-
tablished the non-profit Hemphill County Association, and appointed
three directors to its board. John C. Isaacs, Mary Ann Ashley and
David Tubb will spearhead fund-raising efforts, and are now active-
ly soliciting the community's tax-deductible contributions. Once the
funding is il place, additional directors will be chosen from the com-
munity at large.
"We have contracted with Sears Methodist," Isaacs said. "They
plan on having some small group meetings here...to determine ex-
actly what kind of facility the community wants. That's the next thing
on the agenda."

HCH Board approves
new phone system
Trustees of Hemphill County Hos-
pital approved the purchase of a new
phone system in their May 1st emer-
gency session. Administrator Rob-
ert Ezzell told the board that out-
ages of the current system were oc-
curring with more frequency. Bids
were presented from SBC (AT&T
Business Communications Services),
for $43,353 with a 1-year warranty,
and from NTS Communications for
$34,203 with a 7-year parts and labor
warranty. The board unanimously
accepted the bid from NTS. Trustee
George Briant presented figures for
financing the system through First
National Bank, the district's current
depository, then recused himself from
the decision process. After discus-
sion regarding an alternate option of
purchasing the system outright, the
board voted to approve the financing
at 4.75 % for two years. Present were

Gardiner, David Cook and Jeff Zink,
