as being 1) all criminal felony cases; 2) all suits on behalf of the
State to recover penalties, forfeitures, and escheats; 3) divorce
cases; 4) all misdemeanors involving official misconduct; 5) all
suits to recover damages for slander or defamation of character; 6)
all suits for trial of titles of land and for the enforcement of
liens thereon; 7) all suits for the trial of the right of property
levied upon by virtue of any writ of execution, sequestration, or
attachment when the property levied on shall be equal to or exceed
in value $500; 8) all suits, complaints, or pleas when the matter in
controversy shall be valued at or amount to $500; and 9) contested
elections. In addition, the District Court has appellate jurisdiction
over the County Court in probate cases as well as appellate jurisdiction
and general supervisory control over the County Commissioners'
Court [Constitution, Art. V, Secs. 7, 8, 9]. According to a 1931 law,
the District Court also presides over adoption proceedings [General
Laws of the State Of Texas, 1931, 300].
The district clerk has the responsibility of recording and preserving
all records created by the District Court, and in addition,
must record physicians' licenses to practice medicine [Gammel, IX, 833].
After its organization in 1891, Ector County became part of the
newly-created 32nd Judicial District and remained part of it until 1909
when the county became part of the 70th Judicial District. An additional
district, the 161st, was created in 1959. Both the 70th and 161st Judicial
Districts now serve Ector County exclusively, and the Ector County
District Clerk serves as clerk for both district courts.
