office have remained essentially unchanged although the office was
made elective in 1840 [Gammel, II, 437]. The current Constitution
states that the surveyors shall be elected for a four-year term
[Constitution, Art. XVI, Sec. 44]. Although the office has decreased
in importance in recent years and remains vacant in many counties, it
is filled in Ector County.
SHERIFF
Each of the constitutions of Texas has provided for the election
of a sheriff, and the current one provides that he be elected
to a four-year term and perform such duties as may be prescribed by
the Legislature [Constitution, Art. V, Sec. 23]. The sheriff is a
peace officer as well as executive officer of both the county and
district courts [Gammel, I, 1241; II, 1573]. His duties include
the service of processes and writs and supervision of the jail and
prisoners; therefore records kept by this office are for the purpose
of helping him fulfill these duties. All records in the criminal
division of the Ector County Sheriff's office are confidential
and closed to the public.
