after 1846 further required him to record deeds of trust, bonds, covenants,
defeasances, and other instruments relating to property, to
provide an alphabetical list of all names occurring in his records
[Gammel, II, 1542-1547], and to record all livestock marks and brands
in the county [Gammel, III, 156]. The 1879 revision of civil statutes
reiterated all of these duties [Revised Statutes of Texas, 1879,
186-188, 655]. The responsibility of recording dentists' licenses
in the county was added in 1889 [Gammel, IX, 1119].
Two major duties have been given to the county clerk since
Ector County was formed. Since 1903, he has been required to record
all births and deaths in the county [Gammel, XII, 220], and since
1919, he has been required to record official discharges of persons
from military service [General Laws of the State of Texas, 1919, 154].
From time to time, these basic responsibilities of the county
clerk have been expanded to include the recording of business and professional
records, such as assumed name certificates and licenses for
nurses, optometrists, and morticians; plats; and reports of animals
killed on railway rights of way.
Clerk of the County Court
As clerk of the County Court, the county clerk has the duties
of recording all proceedings and preserving all books, papers, and
effects of the Court [Constitution, Art. V, Sec. 20; Gammel, VIII, 846].
The Constitution specifies that the county court is to have jurisdiction
in 1) cases involving misdemeanors; 2) civil cases involving
a controversy of between $200 and $500 in value; 3) probate cases;
