Wild Game Dinner set for Saturday
1 he Rio Grande City Rotary Club is busily finalizing plans for one of the biggest and best fundraisers
sponsored for Starr County youth scholarships each year, the Wild Game Dinner of the Starr County
Fair. The event will kick off this Saturday evening, February 23, at 6:00 at the James Peterson
Memorial Building at the Starr County Fairgrounds. Tickets for the event are SI5 in advance and $20
at the door Both a live auction and a silent auction will be held. Pictured are members of the Rotary

Trustees okay solid waste
agreement with City of RGC
At their regular monthly
meeting on Tuesday evening,
Feb. 12, (he Rio Grande City
riSD h< ;>rd of trustees voted to
approve an interlocal agreement
with the City of Rio Gtande City
concerning garbage/waste
collection/disposal service.
Board President Basilio D.
Villarreal, Jr. later explained,
"We went into an interlocal
agreement with the City of Rio
(irande City for the pickup of
trash at our schools. Our
administration looked at the data
and found that we would have a
significant savings in dollars if
we went with an interlocal
agreement."
Villarreal added. "Upon the
superintendent's
recommendation, this was
approved. We approved a
contract that the city provided.

Commerce will sponsor their
2008 reception honoring the
Starr County Fair Queen. Parade
Marshals, scholarship winners
and their parents, and

reception and dinner will be held

City on Tuesday evening,
February 26, at 6:30 p.m.
Martha Barrera. chairman of
the annual event, stated that the
bank is proud to sponsor the
event, which honors those who
help with the fair, as well as the
special honorees each year.
A delicious dinner is
scheduled, with the officers and
staff of the bank serving as
hosts. Members of the Starr
County Fair Board of Directors
will be on hand to congratulate
all of the honorees.

The annual Wild Game Dinner
of the Starr County Youth Fair
has been set for Saturday,
February 23, at 6:00 p.m. at the
James Peterson Memorial
Building at the Starr County
Fairgrounds. Serving will begin
at 6:30. The event will officially
kick off the 43rd annual fair.
Honored guests will be 2008
Starr County Fair Parade
Marshal, HEB Plus in Rio
Grande City.
The Rio Grande City Rotary
Club will coordinate the Wild
Game Dinner again this year,
with Starr County Fair Board
President Billy Canales serving
as chair. They invite the public
to make plans to attend and help
make this event a success.
Tickets for the meal will be
$15 in advance and $20 at the
door. Advance tickets are
available at Rio Motor Co. or
from Rotary Club or Starr
County Fair Association board
members. A silent auction will
be held, and donations to the
Starr County Fair Association
will be accepted. Proceeds from
the fund raiser are used to
provide scholarships to up to
eight Starr County seniors.
Canales stated that many
enthusiastic cooking teams have
signed up to prepare and serve
their specialties at the dinner.
Some of the taste tempters
prepared in previous years are
fried catfish and shrimp, chicken
fried venison, shrimp cocktail,
lurkey chili, quail on wild rice,
eland (wild elk) shish kabobs
and pan de carnpo, handmade
corn tortillas, Japanese quail,
pork and venison chili, cabrito
guisado. venison burgers, puerco

At their regular monthly
•meeting on Monday evening,
Feb. 4, the Rio Grande City
Board of Aldermen voted by a
3-2 margin to approve the
Municipal Court schedule put
together by the City
Administrator, with the two
dissenting aldermen expressing
sharp disagreement.
One of the two dissenting
aldermen, Juan M. Cantu, said
he had seen reports that such a
schedule would be contrary to
state rules. He also expressed
the opinion that the schedule is
undue interference with the
Municipal Judge's duties.
In leading off discussion, City
Administrator Juan Zuniga told
the aldermen. "I'm proposing a
revised schedule. Now that we
have two judges, there are
concerns about space. We're
trying to create more access
after hours. Judge (Arnulfo)
Garcia would operate the court
from 5 to 9 p.m.; Judge (Leo)
Lopez (Jr.) from 8 a.m. to 5 p.m.
This would be effective until
August 2008. We can revise this
to allow them to come before
Judge Garcia on Saturday."
Zuniga concluded, "This is a
decision that the City Manager
can make, but I feel it's good for
the council to ratify." Mayor Pro
Tern Ruben O. Villarreal
contended, "I feel it's good to
have Pexible hours to serve the
citizens." Villarreal then offered
a motion approving the
proposed schedule.
Alderman Cantu declared,
"There was some commentary
in the media. According to what
came out in the paper, the state
said this couldn't be done."
Zuniga responded, "We checked
it out with 'I'ML (Texas
Municipal League), and they
said this was within the
administrator's authority."
City attorney Jacqueline
Salinas indicated, "This falls
under the council's authority."
Alderman Guadalupe Amador
questioned, "Did you talk with
both judges? What about the
idea of alternating hours?"
Cantu insisted, "The new one
(judge) will not be certified until
July. Do you have authority to
tell a particular judge what
they're going to do?" Zuniga
countered, "It's best that we not
go into personnel issues. I don't

Army promotes Barrera
to Lieutenant Colonel
The United States Army has
recently promoted Rio Grande
City native Rosbell "Ross" G.
Barrera to Lieutenant Colonel
(LTC), effective Dec. 21, 2007.
Lieutenant Colonel Barrera is
currently serving in support of
Operation Iraqi Freedom (Iraq)
since Augusl 2007. Barrera
serves as a Logistics Support
Officer in northern Iraq where
he manages support contracts
and sustains requirements for
coalition forces in the
battlefield.
His stateside home base is Fort
Belvoir, Virginia. LTC Barrera
has over 24 years of service with
the U.S. Army.
Barrera is a 1984 graduate of
Rio Grande City High School
and holds a Bachelor's degree
from the University of Texas-
Pan American and a Master's
degree from Troy State
University in Troy, Alabama.
He is a veteran of Operation
Desert Shield/Storm (1990-
1991) and Operation Enduring
Freedom (Afghanistan 20C4).
After his tour in Iraq, Barrera's
next assignment will take him
for a three-year tour in
Germany.

defibrillator is simple, but does
require some training. It will
only work if the situation
requires it to work. We've had it
at varsity sporting events, and
we're trying to get it in every
school and at every sporting
event. This equipment is fully
automated."
The trustees voted to extend
the external auditor's contract
for one more year. Villarreal
noted, "We went with the
auditing firm we had the
previous year. Basically, we
agreed to go with them another
year."

Fair Parade theme is 'Celebrating
100 Years of Texas 4-H'
The 2008 Starr County Fair
will be held February 23-March
1 featuring a Saturday morning
parade at 10:00 a.m. on March
I. The Western theme for this
year's fair is "Celebrating 100
Years of Texas 4-H." HEB,
longtime supporter of Starr
County youth and the Fair, will
be honored as Parade Marshals.
Lineup for parade entries
begins at 8:30 a.m. in front of
the Starr County Courthouse.
Entries are not required to pre-
register. Plan to pay $10 per
vehicle the morning of the
parade. Out-of-county entries,
horses, and marching groups,
including bands, are not
charged. Float judging will
begin at 9:00.
According to the Texas 4-H
Centennial website, "In Texas,
as everywhere, our youth are our
future. How we strive to
develop and encourage hard
work and dedication of our
youth will determine the leaders
and citizens of the future, not
only for Texas, but for the
nation and the world. The Texas
4-H Centennial celebration is
honoring 4-H's past and placing
hope in its future.
Sharing innovation with the
community through youth, the
fundamental vision of 4-H, has
stayed true for more than 100
years. 4-H began in the early
1900's to share agricultural
advances with rural
communities through young
people.

RGCCISD new Tax Office unveiled
The Rio Grande City CISD Tax Office held a Ribbon Cutting Ceremony on Monday, January 21,
2008 for its new office, which is located in the Fort Ringgold Campus. The new office, which is the
building vacated by the Starr County Teachers Federal Credit Union, has been renovated to
accommodate the needs of the Tax Office. Mrs. Laura Garcia, Tax Assessor, feels that the new
facility, which holds several drive thru windows, will assist in expediting transactions in a more
efficient manner. Mrs. Garcia, her staff, RGCCISD Board President Mr. Basilio Yiiiarreal, Jr, Board
Vice-President Mr Francisco (Paco) Zarate, Superintendent Mr. Roel Gonzalez, Assistant
Superintendent Mrs. Thelma Ramey, school administrators and several guests were present for this
