Due to personal and professional
commitments, it will be no longer
possible for me to be a candidate in
the upcoming election for the Rio
Grande City C1SD School Board.
I will continue my lifelong
commitment to serve the
educational needs in Starr County
through my involvement as an
instructor and Coordinator of
Operations for Starr County with
the South Texas Community
College, as well as a volunteer with
the Rio Grande City CISD,
especially with the Help One
Student to Succeed (HOSTS)
Program.

Alberto Gutierrez
Rio Grande City - Mr. Alberto
Gutierrez, 90, passed away on
Friday. March 6, 1998 at his
home after a lengthy illness. He
was born the first of 6 children in
Rio Grande City on September
19. 1907 to the late Alberto and
Celcdonia Garza Gutierrez. His
brothers. Reynaldo Gutierrez,
Gumaro Gutierrez, a sister,
Felicia Gutierrez Bassingcr and
his parents prcccded him in death
Mr Gutierrez, a businessman
and rancher, lived in Rio Grande
City all of his life and served as
past President for the Rio Grande
City Chamber of Commerce, past
Director of the First National
Bank of Rio Grande City,
member of the Masonic Lodge
#471 for 67 years, and was one of
the original founding members to
establish the Club de Lconcs de
Cd Miguel Aleman. Tamaulipas
in 1946, and continued his
membership until his death He
was also awarded the Exxon
distributorship in Starr County in
1930 and retired in 1982. One of
his business ventures included the
co-founding and co-ownership
with Mr Ruben R Guerra of
G&G Lumber and Hardware
Company with locations in Rio
Grande City and Roma. Texas.
He is survived by his loving
wife of 62 years, Guadalupe
Garcia Gutierrez and four sons.

Erika R. Solis has been named to
the Dean's List for the fall 1997
semester at Sam Houston State
University in Huntsville, Texas.
Solis is a 1995 graduate of
Brazosport High School. She is
majoring in Elementary Education
with a minor in Spanish.
She is the daughter of Reynaldo
and Yolanda Solis of Frecport,
Texas. Her grandparents are Adela
R. Guerrero of Rio Grande City and
Socorro S. Solis of Grulla.

Dean's List
Sul Ross State University,
located in Alpine, Texas, has named
its Dean's List for the 1997 fall
semester.
Undergraduate students enrolled
for 12 or more semester hours who
maintain a grade point average of
3.3 or better are eligible for the
Dean's List. Graduate hours arc not
included in Dean's List
computations.
Qualifying for the fall Dean's
List were Francisco G. Urbina of
Garciasville and Huver Artemio
Trevino of Rio Grande City. Urbina
is majoring in Spanish and has a
3.54 grade point average. Trevino
has a 3.31 GPA and is majoring in
Criminal Justice.
Starr retired teachers hold
February regular meeting
The Starr County Retired
Teachers Association meeting was
held Thursday, Feb. 19 at the Ynez
B. Escobar Elementary School in
Escobares with Mrs. Olga Saenz,
president, presiding.
Mrs. Olga Saenz dispensed with
the business meeting till after the
speakers on Nutrition Education had
presented their program. Ms. Rosa
Roberts and Ms. Yolanda Morado
both presented information on
nutrition and how good nutrition
could be implemented with the
emphasis on the slogan, "An Ounce
of Prevention is Worth a Pound." A
plant was presented to the guest
speaker.
Mrs. Olga Saenz presided over
the business meeting where the
minutes were approved as read.
Mrs. Inez Carrera, treasurer,
presented a report which was
approved. Monies were collected to
help pay the remaining building
fund deficit
Mrs. Cclia Saenz made the
motion for Mrs. Olga Saenz to be
sent to the convention if someone
would accompany her, and the
motion carried. Mrs. Olga Saenz
stated that the election lor new
officers will be held in March.
Mrs. Inez Carrera will be the
liaison for scholarships available to
the two high schools.
Mrs. Olga Saenz read a letter
from Father Hugo from Roma
asking for donations. Mrs. Elia
Munoz. moved that since the
Geena the Giraffe, star of
Crest s educational video, helps
Crest celebrate 35 years of teach-
ing children the basics of good
dental care through the Crest
First Grade school program.
organization has no policy on these
types of requests, no donation will
be made. The motion to that effect
carried.
Roel Saenz gave a brief talk on
legislative priorities for the 76th
Legislature, lie also gave handouts
to each member present.
NOTICE OF POSSIBLE
RATE CHANGE
Southwestern Bell Telephone Company (Southwestern Bell)
has filed an application with the Public Utility Commission
of Texas (Commission) to reclassify the Rate Group for
several Southwestern Bell's exchanges.
The typical customer s bill for one Basic Local Service
1-party line may change from S2.40 to S7.80 annually for
Residence and from $5.40 to S36.00 annually for Business.
This Rate Group reclassification may result in a change
in the rate that affected customers are currently being billed
for Basic Local Service. Only the Basic Local Service charges
may be affected Charges for other services will not be
affected Currently, customers affected by this Rate Group
reclassification are receiving direct notification of this change
in their monthly statement.
The Commission has received the application as PUC
Docket No. 18509 (SOAH Docket No 473-98-0092) Certain
municipalities have moved to intervene in the proceeding and
may request that the Commission require Southwestern Bell
to reimburse these municipalities for their attorneys' fees and
other costs pursuant to the provisions of Section 51.006 of the
Texas Utility Code. Southwestern Bell reserves the right to
petition the Commission in the same proceeding to impose a
surcharge on customer bills to recover reimbursement costs

Southwestern Bell by calling or writing the Commission
