Rio Educators Attend
Regional A.T.P.E. Convention
On Saturday, Nov. 14, six Rio
Grande City educators attended the
regional convention of the Associa-
tion of Texas Professional Educa-
tors (A.T.P.E.) held at the
Holidome in Mc Allen.
Those attending were Tony
Espinoza, president; Kathy McGee,
vice-president; and members
Rolando Bocanegra, Susie
Bocanegra, David Daniel Garza,
and Wilfredo Garza.
Hazel Moye, state president for
A.T.P.E., urged her colleagues to
work together closely with ad-
ministrators and state legislators
to maximize the quality of educa-
tion.
The main theme of Saturday's
convention, which brought together

about 75 educators to repreesent
the 2931 A.T.P.E. members from
the 27 local units in REGion I, was
on the importance of cooperation
between teachers and ad-
ministrators.
During their general session, the
A.T.P.E. Region I convention pres-
ented awards and elected regional
officers. Door prizes were also
given out during the day. David D.
Garza was one of the winners of
the door prizes.
Next year, the A.T.P.E Region I
convention is to be held in Rio
Grande City.

County Judge Martinez told The
Rio Grande Herald Monday after-
noon, "The position and the office
amount to $12,338 per year. Accord-
ng to population, we're not sup-
posed to have more than five as of
1980. It doesn't say you have to
have them, but that you may have
them (flveJ.P.'s)."
As of now, there are six Justice
of the P€ace positions in Starr
County.
Auditor Jose Guadalupe Villar-
real said, "The records will justify
what he (Meza) is saying. I agree
with this letter 100 percent."
Records of the Auditor's office
indicate that the cost of the
Precinct Five office, in the fiscal
year from Oct. 1, 1986 to Sept. 30,
1987, was $12,354.23. The ultimate
cost to the county was $11,098.73,
after $1255.50 in revenue was
subtracted.
The total revenue for 1985-86 was
$1238.60, with the office costing
$12,873.22. The total expense
amounted to $11,634.62.
Records indicate that the Pre-
cinct Five J.P. was receiving
$944.90 in base pay per month.
Meza was first elected to the
position of Precinct Five J.P. in
1984.

Roma Trustees Hold
Monthly Meeting
The Roma ISD board of trustees
discussed numerous issues at their
regular monthly meeting on Wed-
nesday, Nov. 11 at7 p.m.
Mrs. F.C. Gonzalez, president,
called the meeting to order.
Minutes and payment of bills were
approved as presented.
An invitation was read from the
Chamber of Commerce inviting the
board to take part in the festivities
of the Roma Fest on Saturday,
Nov. 21.
Superintendent Eleuterio Garza
gave an update on the construction
that is taking place. He explained
that architect Luis Figueroa had
indicated that the warehouse and
cafeteria should be completed by
Dec. 1,1987.
During- the month of October,
which was an Accounting atten-
latlce period, the district was able
to have 96 percent of the students
present, according to Superin-
tendent Garza.
The trustees approved the resolu-
tion on the vote for the board of
directors of the Starr County
Appraisal District. The candidate
representing the Roma ISD is
Hector E Salinas.
A public hearing on the proposed
Title VII project application for the
1988-89 school year was approved,
with a complete explanation of its
budget.
Superintendent Garza presented
a proposed purchase lease for
phone service by General Tele-
phone Company. Business Manager
Roberto Garza explained the offer,
and the trustees voted to approve
the offer.
The board then reviewed and
approved new requirements for
employment of classroom teacher
aides for the coming school year
which will include college hours
and staff development in order to
provide teachers with well-trained,
capable teacher aides in order to
improve the instructional program.
This will be implemented imme-
diately before teacher aides are
considered for re-employment for
1988-89.
The textbook committee, as
presented by the superintendent,
was approved by the trustees. Mrs.
Estela Canales presented the an-
nual performance report for the
school year 1986-87, and the trust-
ees voted to approve it.
The board voted to hold a tutorial
after-school program for TEAMS
remediation work for grades 3,5,
and 7, starting Nov. 19 thru Feb.
11. Pay grade changes for para-
professionals meeting the required
criteria were approved.
