from a foreign port.shall within.twenty four liOtirs after the ar-
rival of such snip, steam btial, or other vessel, pay over to the col-
lector of the cust nhs. one dollar for each and every free white
passenger over the age of filteoii years arriving ut tins pint, o
board such shiu, «team noat or other Vessel.
Be it further Ordained, That all.itiiisrersvovvners or clerks of
