By the Preside/it of the Republic of Texas
Whereas, ny an Act of Congress, passed 16th January, 1843,
martial law was authorized to be declared and enforced from the
Rio Frio and Nueces Rivers lo the Rio Grande; and whereas it
has been communicated to the Executive thai partios are on our
frontier, claiming to beTexian citizen , and representing them-
serves to be acting under the authority of the Government; aud
whereas, complaints have been made by the citizens of this Re
public lhat they are sxfferh g serious los* and injury hy ih<- afore
said description of parsons, and it being to the great detriment or
onr frontier settlers, and contrary lo the policy of Government,
that such parties should exist, to (he unnoyuoco of peaceful citi

Now, therefore, be it known that I, Sam Hou-ton. President
of the Republic of Texas do, by these presents declare and pro-
claim that martial law shall, from the date hereof, lake effect and
be in lorce, within and throughout the before mentioned territo
ry, lying between the l(i6 Frio and Nueces Rivets and the l{io
Grande., and I do prohibit all person Irom entering the limits ol
said territory, unless by periuissioii of tli^ Government or its
officers, specially empowered to grant snch authority.
And further, 1 do hereby declare and proclaim that all armed
parti upon the frontiers, purp riingto act under the orders of
this Government, except Major Jnhd C. Hays, of Bexar, with his
couii^and, are acting m violation of law, and without authority;
and are hereby ordered, under the p*ina and penaltiea of ihe
l w, to disperse, and not liirthei to moleat the citiseiik of the Iron-
liers by acts oHawlesnHiess and outrage; and the civil authorities
of the country are hereby especially enjoined to arrest any who
may attempt in future to embody themselves and act without au-
thority from the Government; and if it should become nece<siirv
lo enhirce order, the civil authorities ara authorised to call upon
Ihe militia, and they are hereby required to render such aid as may
lie necessary to enforea order and execute the law .
