APPROPRIATING CONTINGENT EXPENSES OF FORTYSECOND
LEGISLATURE.
S. B. No. 12.] CHAPTER 1.
An Act making an appropriation of the sum of Fifty Thousand Dollars
($50,000.00), or so much thereof as may be necessary, out of the General
Revenue of the State of Texas, to pay the Contingent expenses of
the Regular Session of the 42nd Legislature of the State of Texas,
providing how accounts may be approved; and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That the sum of Fifty Thousand Dollars
($50,000.00), or so much therof as may be necessary, is hereby
appropriated out of the General Revenue of the State of Texas,
not otherwise appropriated, to pay the contingent expenses of
the Regular Session of the 42nd Legislature of the State of
Texas, now assembled.
SEC. 2. The approval of the Chairman of the Committee
on Contingent Expenses of the Senate, approved by the President
of the Senate, or by the Chairman of the Committee on
Contingent Expenses of the House of Representatives, approved
by the Speaker of the House, as the case may be, shall be sufficient
authority to authorize the Comptroller to issue warrants
upon the State Treasurer for the payment of accounts so drawn
upon said fund.
SEC. 3. The public importance of the purpose herein contemplated,
and the fact that the 42nd Legislature of the State
is now in Session, create an emergency and an imperative
public necessity that the Constitutional Rule requiring bills to
be read on three several days in each House of the Legislature
to be suspended, and that this Act shall take effect and be in
force from and after its passage, and it is so enacted.

Effective January 16, 1931.
