BY RECENT COURT DECISIONS
The Court of Criminal Appeals, in the case of Ex
parte Barney May, decided June 27, 1931, held that a
bill which has been materially amended in free conference,
must receive a two-thirds vote on adoption of such
committee report in each House in order to be immediately
effective. The Court said that the record vote
must be taken at the time when the Legislature becomes
aware of the terms of the law as finally agreed upon,
and that previous action upon a bill in its initial stages,
before material and radical changes have been made,
would not control.
