were consulted they would so agree.
Tim Comptroller of Stato la clearly of
the opinion that the tax agreed upon for
tho purposes of general rovenuo Is not
sufficient and will create a deficit a fact
the Legislature appear to have studious-
ly Ignored.
nucKDunxu Is reported as saying that
Carlisle has kept good faith with him
throughout tho Kcntuoky Senatorial
contest. This relieves the Speaker some-
what from the charges made during the
Speakership contest.
Tim grand Jury havo been examining
wltnesees on the subject offence cutting
lately. A prompt enforcement of the
law on the subject would go a long way
towards settling that question. A sen-
tence to the penitentiary would provo a
great corrective.
Tiik bodies of De Long and his com.
panlons In the 111 fated Jeannctto expe-
dition are expected to arrive In tho
United States about the 18th Inst and
arrangements have been made at Brook-
lyn to honor them with an Imposing
funeral display where De Long and
Collins formerly resided.
Tun signs of the times show so far
that Arthur Is in the lead among the
candltatesfortheltepubllcan Presiden-
tial nomination. Lincoln and Logan are
liable to divide the Illinois delegation
and as Logan Is reported as saying that
no man who cannot carry his own State
will stand no show his chances will be
materially lessened In the event the spilt
continues.
Sknatoii IIoAii'dBankruptcy bill which
has received tho approval of the Benato

dorsed by the Eastern Senators but Is
not so favorably regarded by the South-
ern and Western members. It limits tho
Involuntary features to traders doing
more than $1000 andfully recognizes the
Exemption Stato laws.

additional railroads. The next live

will reach a quarter of a million bales

factories and ootton mills will In a few
years rise with pretentious mien from
the rich and powerful commonwealth.

the only service which Congress can do

Accoiidwo to tho newspaper accounts
Klchard Nelson the colored editor of the
Calveston Spectator Is on tho war path
and anxious to scalp General Malloy
the Collector of Galveston ; but what
the occasion of ibis war is has not trans-
pired. Kelson Is represented to ho trav-
eling over tho Stato In order to pcrsuado
colored voters that they ought to de-
mand a large slice of tho offices and par-
ticularly 17 out of tho 20 delegates to tho
Itcpublloan National convention; In a
word be Is playing the part of a self-
appointed Itinerant fire-brand. Those
squabbles and factions In tho Republi-
can party In the South havo covered It
with ridicule and utterly paralyzed It;
but even tho "bitter school of adversity"
and defeat has been powerless to teach
Southern Republicans to "bottlo up"
their personal quarrels Thcrn Is no
chance for the Republicans to carry
Texas and that being a llxcd foot tho
delegates tn tho National Republican
convention should act upon tho Idea that
States which cannot possibly glvo n
slnglo electoral voto to tho Republicans
should leavo the Republican States to
choose tho Presidential candtdato In-
stead of foisting" a weak or unpopular
man on the party. There would really
bo no harm dono were tho delegates
from tho South practically exoludvd
from tho convention as they nre seldom
fairly elected and chiefly seek the place
solely to obtain Federal positions from
the candidate should ho bo elected. Can-
dor compells us to tell tho colored editor
of the Spectator that tho Insistence with
which his raco has clamored for office
has mainly reduced tho Republican par-
ty to Its prcsont low ebb. Richard
Nelson Is himself now drawing tho
color line ' and rallying his own
race against whltu Republicans
thereby Injuring his own raco
for more than he Is aware of. What
possible advantage to tho colored people
of Texas can ooino from giving them
even all the 30 delegates to the National
Republican convention? Not one par-
ticle. It would havo no more ell'ect on
tho status of things In Texas and no
mnro tendency to ameliorate Uio condi-
tion of colored people than a pint tin cup
of water would have were It poured Into
the ocean. Jso colored man so fur has
evinced any capability for leadership or
any faculty for organizing a party or
conducting a campaign to a successful
conclusion yet colored men are Insistent
to be put in tho lead and whoro thov
have been put there have literally
"kioked the fat In tho tiro" by want of
tact and discretion. There were colored
men In the Legislature whloh has Just
adjourned and wo would like to know
what laws wero originated by them or
what constitutional 'questions were dis-
eased by them? They were simply lay
figures. Tholr presenco In tho Legisla-
ture was of no more benoflt to the col-
ored pcoplo than would havo been tho
presenco of so many Chinamen or Turks.
The craving and Itching for office shown
by colored men in the face of the notori-
ous prejudice felt against their holding
office by Democrats has largely contrib-
uted to roduco Southern Republican-
Ism to a political nonentity but there Is
no falling offln this lteh and craving for
office. Drawing the color line by colored
men against white Republicans only
proves that there Is more truth than .
poetry In the charge mado by Demo-
crats that colored men draw the color
line on au occasions. Had colored men
supported Wash Jones last year with
Zealand unanimity he would probably
havo beaten Ireland but no they were
Intractable and took tho studs and let
Blip the golden opportunity of infus-
ing moderation and good sense Into tho
Democratlo party. Tho Linirr is not
blind to the faults and blundefs of the
iieimuucans ana it nas tho courage to
point them out.
