Thence S. 17 degrees 1' 8 W., along the eastern boundary line
of said Section No. 173, and along the eastern boundary lines
of Sections Nos. 172, 171, and 170 of said F. Z. Bishop Palo
Alto subdivision to the southeastern corner of said Section No.
170 for a corner of this district.
Thence S. 72 degrees 42' E., with the northern boundary lines
of Sections Nos. 95, 104, 113, 123, 132, and 141, 10,511.3 varas
to the northeastern corner of said Section No. 141, for the northeastern
corner of this district.
Thence S. 21 degrees 51' 50" W., with the eastern boundary
lines of Sections Nos. 141, and part of Section No. 140, 3,299.4
varas for a corner of this district.
Thence S. 21 degrees 55' W., with part of the eastern boundary
line of said Section No. 140, and the eastern boundary lines
of Section Nos. 139, 138, and 137, 4,727.6 varas to the place of
beginning.
Said district is situated in Nueces County, Texas, about 28
miles S. 50 degrees W., from the county seat and contains approximately
eighty square miles.
SEC. 2. The management and control of the public free
schools within said district is hereby vested in a board of trustees,
which board shall be composed of seven (7) persons, resident
citizens and qualified voters within said district.
SEC. 3. The board of trustees of the Bishop Independent
School District shall be a body politic and corporate in law, and
as such may contract and be contracted with, sue and be sued,
plead and be impleaded in any court within this State of proper
jurisdiction and may receive any gifts, donations or devises
made for the use of the public free schools of said district.
SEC. 4. The board of trustees of said district shall maintain
and control the public free schools within said district to the exclusion
of every other authority except in so far as the State
Superintendent of Education and the State Board of Education
may be vested with supervisory authority to instruct said board.
SEC. 5. The board of trustees of the Bishop Independent
School District shall be authorized to appoint a board, of equalization
consisting of three persons who shall not be members
of the board of trustees, and shall fix the time for the meeting of
said board.
Said board of equalization shall be authorized to equalize and
fix the valuation of all real and personal property assessed for
such school purposes within said Bishop Independent School
District exclusive of any or all other authority. It is expressly
provided that said board of equalization shall not be governed
by the valuations fixed for State and county purposes, but the
county valuation may be adopted by said board if desirable.
After said board of equalization has completed its work of equalizing
and fixing the valuation of property within said district,
it shall cause notices to be issued by the secretary of the school
board to all persons or corporations whose property valuations
have been changed, citing said persons or corporations, or their
agents or representatives, to appear before said board of equali-
