Han Astosio will fill up with visitors
very rapidly now that tho election Is
over. The cllmaicortnany ol tne nuriu-
crn states has turned suddenly cold
heavy snow storms arn reported and
those to whom southern winter resi-
dence Is a necessity are learning that
this region In tho very best winter re

of the largo sanitariums confess Hint
the climate Is not what li wnntcd. Al-

been uuletly taken looking towards the
establishment of some ndequnto health
resort In tlili city that would afford de-
sirable accommodations and first-class
medical treatment to Iho thousands who
would crowd our streets every winter
were such a resort established. This
matter should rtcehe prompt and Intel-

certain that succeis wonld crown the ef-
fort If made energetically.
O'Donovan Hoiwa dug his own little

John V. Aniuif-w ion of Massachusetts'
famous war governor John A.Andrews
who becamo a mng-wuinp In 1SSI and a
democrat In 1E80 the reward for hit
political perfidy being the nomination
as governor this fall lias in far put on
the green goglea of pure democracy as
to declare In n recent letter that the
present civil lervlce reform service was
"rather a democratic than n republican
movement." If Mr. Andrews waa as
well posted as his old father was In mat-
ters pertaining to national movements
he would know the civil service reform
law was a republican measure. True
It was Introduced by n democratic; sen-
ator Pendleton In the Forty-sixth con-
gress but It was supported almost exclu-
sively by republican speeches -and by
republican votes. The democratic state
conventions since the democracy came
Into power have given It little it no
countenance. Tho doctrine that In the
victors belongs the spoils enunciated
by Marcy and practiced by Andrew
Jackson Is tho true democratic dostrlne
Tho civil service reform Is a republican
measure and has only been cnrrlidout
by republican ndmlnlilrntlnns. The
language of reform Is n strange tongue
to the democracy and they have not
learned tbe meaning of It.
Tiik Texas School Journal for October
comes n little late this Issue but la wel-
come all the same. The table ol con
tents Is a varied one. We specially com-
mend a little article from our old fellow
associate now editor of School Educa-
tion 8. B. Parr which will be found sug-
gestive to say the least. The present
number Is an Improvement on the last
one which reached our table and shows
signs of progress which will bo very
gratifying to tho friends of the Journal
In Ibis state. An elllclent school Jour-
nal can not be maintained without tho
co-operation and patronage of the teach
ers of the state. Texas should have as
good a school Journal as Is published
anywhere and If she does not have It
it will be more the fault of her teachers
than anything else.
As wintkii approaches the prospects
for the striking laborers are not Im-
proved. In Detroit among the brewers
and In Chicago among the pork and beef
paokers tbe situation is distressing. In
both Instances the men are nt the mercy
of tbe employers and the terms dictated
are so burdensome that It Is not reason-
able to suppose that If accepted they
will be adhered to any longer than neces-
sity compels. The strikers In the Tex-
tile mills of Philadelphia who had ar-
ranged to walk out to-morrow have
been ordered by the executive commit-
tee of the K. of. L. to resume work pend"
Ing an arbitration of tbelr difficulties.
Tbe lock-out which would have followed
tbe strike would have effected 100000
orklng people. It should not be for
gotten that prices rule very low In all
classes of goods and that profits are
very small. YVorklngmcn under such
conditions cannot reasonably expect an
advance in wages no matter bow low
the rate of wages and nothing will be
gained by striking. Manufacturers are
not averse to closing down when mar-
kets are dull and overstocked and there
will be little gained by any attempt to
foroe wages up by methods of a compul-
sory character. Arbitration and confer-
ence will do more than strikes and lock
outs to arrange equitable conditions of
wages and tbe check given to the con
templated lock-out of 100000 emnlovees
at Philadelphia will It Is hoped prevent
any cioiing down of tbe mills this sea
soa The result of such doling down
would entail very great luflerlng upon
the mill operatives of that city. Tho

That the pope would be more powerful
