At no time since the first
gun was fired at lort Moultrie
dntil the last few weeks could
the caption at the head of this
article be .truthfully said to be
the ruling policy of all tlie gov-
ernments of all the States. The
spirit which is now. animating
the people is essentially one ot
peace. The mistaken and mis-
chievous notion which had beeu
carefully instilled into the minds
of the negroes by designing
parties thaf Democratic rnle
and Democratic triumphs meant
their re-enslavement has been
disproved to them for itr all the
States recently slave-holding'
local self government under
Democratic sway h now tri-
umphant aud the colored man
is realizing that his right are
bejter protected and his inter-
ests more caret'iilly guarded
than they were wlien those who
arrogated to themselves the
special guardianship of the ne-
gro were revelling in all the
offices of the land from the
chief executive down to the
constables and police force.
Never again will the colored
inaa give 13 confidence to
strmigtr? whose only claim to
his confidence is that he is pro-
fuse in words and blatant in
his professions of regard for the
negro and the self stvled chain-
piou of the negroe's rights.
All eyc3 have lor a long time
been turned to South Carolina
and Louisiana and the hopes of
those who believed they saw the
silver lining ot peace in local
government and Democratic
rule have not only not been dis-
appointed but they have been
even more than realized. The
little bow ot promise has under
the wise policy ot Hampton and
Niaholls been expanded into a
luminous cloud which covers
each of tho States whose exe-
cutives they are. Equal laws
equal protection were promised
to all without distinction of
nice or color and these are
-daily being meted out. The
dirsf fruits? of this policy are
peace and confidence the suc-
ceeding onces will bo prosperity
and plenty. The wafete places
will bo rebuilt. Industry will
confidently loo"k for its reward
arid Tvill not be disappointed.
Want and destitution "will be
among tho things spoken of
but not seen and felt; in short a
new era ot prosperity and hap-
piness is now awaiting the peo-
ple of the South and they
should notbe. slow to realize the
great benefits to be derived
therefrom. -

Tennessee is astonishing the
good people of the city of Aus-
tin' on the subject of spiritism
as the Statesman styles if The
Statesman devotes nearly acol-
umu to telling the wonders the
writer witnessed. Among oth-
er things he was chucked on
the shins by an unseen force
and this in broad daylight.
Roses and a green peach were

like? We should have called

heard of any increase from

Maj. West is out in a letter
to Hon. W. X. Raney in which
he asserts that neither the con-
stitution nor the Fifteenth Leg-
islature are responsible for the
tax on the contents of smoke
houses. The assessment he says
is simply illegal. Tho commu-
nication occui ies over two col-
umns of the Daily News. The
legality of the tax will proba-
bly have to be passed npon y
tho Supreme court before all
parties at interest are satisfied.
Quite a number thorough
bred race horses arrived at
Houston for tho4 purpose of
participating iu the races during
fair' week.

It is a fact well known to
every reader who is even mod-
erately well conversant with the
legislation of Cougress for the
last fifteen years or more that
larsc sums have been nppropri-
tcd from the national treasuary
-tor the improvement of naviga-
tion. Insignificantstreanis have
by this means been made useful
tothoe residing in their vicin
age affording convenience and
cheap transportation tor the
products ot the soil or the
machine shop.
Mow there is a spirit abroad
in the land having for its ob-
ject the inauguration good fel-
lowship and friendly feeling be-
tween tnc sections so recently
arrayed against each other in
hostile ranks It Southern Con-
gressmen are as wise as they arc
reputed to be they will take
advantage of this feeling and
seek to have the rights of their
.section recognized and have
such a system of internal im-
provements inaugurated as will
infuse new life into the various
industries of the country.
Without descending to par-
ulars it is manifest that there
are many streams in our own
State which with small appro-
priations expended in their im-
provement could be rendered
useful for navigation and when
thus improved the values of
the lands on their banks would
be enhanced two and three fold
and in many instances even
more than this" while the citi--zens
residing contiguous to them
would have their material pros-
perity promoted. The consti-
tutionality o such measures is
no longer a question. Then we
repeat with the good feeling
likely to prevail in the next
Congress it is to be hoped that
Southern Representatives will
not fail to take advantage of
the apportnnity to press the
claims of their section for rec-
ognition to a fair share of the
disbursements in works of inter-
nal improvement

meeting of business men recent-
ly held in Boston it terminated
in gleeful rather than a moody
manner. Some were contribut-
ing ten dollars for their ten
mouths old baby some were giv-
ing fifteen for their grand fath-
er and others were contributing
various sums for various par-
tics related .to fhe givers in diff-
erent degrees of affiaity and con-
sanguinity. At length a gentleman arose
with a faceup solemn as a hearse
and in clear distinct tones an-
nounced 'l give five dollars
for mother-in-law." Tim was
too much for even staid and
moral Boston and the shout
that greeted the announcement
was near akin to that which sa-
luted the ears of Mnzeppa when
he started on his perilons ride
immortalized by Byron.

once famous beauty and three
times married Sal He Ward is
once more a widow in Louis-
ville Ky. Her first adventure
in the matrimonial stock mar-
ket was with the wealthy son of
Abbott Lawrence trom whom
she speedily obtained a divorce.
Her next adventure was with
Dr. Hunt a fashionable gentle-
man ot great wealth who was
considerate enough to commit
Euicide by jumping from a
fourth story window in the mor-
al city of Chicago. She next
married V. P. Armstrong a
wealthy retired pork merchant
of Louisville whose recent
death gives her a right once
more to enter the matrimonial
market She was ouce the most
beautiful woman in America.
But a portion of her life has
been stormy.
What 'Next? There is no
"end to the coinage ot new words
which circulate as current as if
they had passed through the se-
vere ordeal of the classic mint
and received its approving
stamp. Shades ot tho departed
what would ye think of such
words as hymened suicided en-

If the South intends to be
prosperous and independent
no'w that the question of local
self government has been-decid-ed
in her favor and may bo said
to be fully inaugurated there is
another question to which her
sons should lose no time iu di
recting their attention. Our al-
lusion is to manufactures.
These cannot be established in a
day nor can the various one
needed all bo started at the
same time-
It is not nec2ssary in order to
start manufactures that one
man should be sole owner ol an
establishment One ma' bo a
farmer a merchant or a profes-
sional gentleman and yet con-
tribute something to the enter-
prise alluded to. In all places
where manufactories have been
successtully established. they
are' not the result of iudividua!
labor but of combinations of in-
dividuals. It doe's seem to us that in a
county possessing the wealth that
Washington do;s there 'should
be no difficulty in getting up a
joint stock company having for
its object the manufacture of
plantation implements at the
least. It is a false economy -for
the farmer to bny his wagons
his plows and even his axe and
hoe handles abroad. It would
be better for him to buy thes e
articles manufactured at home
even if he had to pay a little
moie for them though there i
no probability that he would
have to do so it made at
home.
Corn and cotton which were
cultivated with a St. Louis or
Cincinnati made plow are haul-
ed fo the burns and depot plat-
forms )n White Water wagons.
The exhausting flow of mouey
from the country for these ar-
ticles alone is one that can
easily be stopped and should
be.
Who among us will liave the
honor of taking the first steps
to inaugurate a joint stock
manufacturing company? If the
enterprise was started the stock
payable in quarterly install-
ments would soon be taken.
The benefits that would soon
manifest themselves would in-
duce others to embark in simi-
lar industries. To grow only
corn and cotton and to manu-
facture nothing is to make our-
selves the voluntarry servants
not to say slaves ct others.
The South has been producing
the raw material for others to
work up about long enongb.
Let her try a new departure.
A New Papee. WTc have
received the second number of a
six column daily paper the
News published at Waco by
J. X. Street editor and propri-
etor. Tho daily is published at
eight dollars per annum and
the weekly at two' Mr. Street
is no stranger to the newspa-
per world and with his fine
ability asu writer will no doubt
make the Jiews a welcome vis-
itor to its patrons which we
hope will be many.
Ge-. J. E. Johnston is at
San Antonio among his earlv
friends for at and near that
place his first days ot military
service were spent. He is trav-
elling on private business and
moves aloag in a quiet maimer
studiously avoiding anything
like public'receptions and grand
displays. The name of a man
really great has no need of the
cheap and flimsy aid of being
heralded.
The legislatures of Missouri
and of Illinois have both passed
laws making silver coin a legal
tender for any amount Even
though it is not a legal tender
in Texas wo never refuse to
take it in paymont of subscrip-
tion or advertising in the Bax-
kee.
A. Nouth Carolinian it is
said has invented a cotton pick-
ing machine. Now if tar heels
will just invent an easy going
machine for cotton making he
will be a beneff ctor indeed.
