of the death of Judge Williams found
dead on the railroad track here yesterday
morning as reported has not yet been
settled to the satisfaction of the authori-
ties and investigations are still being
made From the position of the body
when found it was readily conoluded
that he was run over by the train
but suspicious oiroumstances have
come to light pointing to pos-
sible foul play The investigation
will not be concluded for several days
A telegram from Judge Williams rela-
tives at Washington City was reoeived
today direoting tbat the remains be
shipped therey and their request will be
complied with S ince the death of Judge
Williams it transpires that his life was
insured in the Tjiplb alliance for 51000
for the benefic o f his daughter Rebecca
Williams of Fremont Neb and also In
the Manhattan company for 5000 pay-
able to the little daughter of John W

A Man Fired From a rassenger Train Sues for
Damazes

Texarkana Tex Feb 24 A suit
was filed in the district court here today
by J A Hughes of DeKalb against tho
Texas and Paciflo railroad company
olaiming 520000 actual and 20000 ex-
am plary damages Theplaintiffs peti-
tion alleges that In November last he
purohased atioketat DeKalb one of the
stations on the saidroad for Texarkana
that while en route he delivered
said tioket to the conductor of
the train and that when the
train arrived at Romsuero a point about
ten miles west of his destination he was
seized by the conductor and employes
under his direction and thrust violently
from the train that he fell on hiu
head and remained unconscious until the
next day and was made helpless from
said injuries and remained so several
months and that during his helpless and
disabled condition his wife and two
children Tiscame siek and died for the
want of his attention
Plaintiff has employed an eminant at
torney to prosecute his oase

The Worlds fair is going to Chicago
After a continued session of six hours the
house gave its consent to tho Western
metropolis for this great event Tho
capital at an early hour was a mass of
humanity It was impossible to set into
the galleries after 10 o clock The floor
certainly never contained so many people
as it did today many of whom had no
legal right there It was a splendid
scene for tho artists brush and the
picture was at all times interesting The
spokesmen of each city wore busy but-
tonholing the members and urging their
respective claims Pro bably never before
was lobbying done so speedily and ef-
fectually Mr Crairi was the first of
the Texas delegation to vote for Chicago
Five Texans favored St Louis Col
Kilgore was paired with Mr ODonnell
of Michigan the lattenbeing in favor of

committee on reforms in civil service was
in session this morning Dut did not ex-
amine witnesses Representative Evarts
filed formal charges against the commis-
sion They recite
1 That Charles Lyman in April
when acting as sole commissioner pro-
moted his brotherinlaw Campbell to
a 1200 clerkship in the commission
2 In January 188S the secretary ab-
stracted from the files a list of tho exam-
ination questions and gave them to a
copyist in the pension office who turned
them over to one Flynn the principal of
Ivy institute
3 That Campbells promotion was
made by Lyman with full knowledge of
the facts
4 That Commissioners Roosevelt and
Thompson refused to investigate the
matter beyond examining Campbell who
was censured
5 That Campbell illegally retains his
place
Further that Edwin D Bailey was
promoted illegally without examination
That papers of Thomas Mitohell were
remanded after his failure to pass an ex-
amination inorder to secure his promo-
tion and finally that Commissioner
Roosevelt seoured the appointment of
Hamilton Sohlldy in a place in the bu-
reau notwithstanding the iaot that he
had repeatedly and persistently violated
hisoath of office

Washington Feb 24 Secretary
Windom was before the house committee
vof coinage weights and measures today
for the purpose of having interchange of
opinion on the subject of silver coinage
with members of the committee He de-
clared his bill was framed to meet in the
best way he could devise the present
flnanoial condition of the country and
he disavowed all charges that the bill
was a mere makeshift that it3 author
did not believe in it and that it was
brought forward to defeat some other
measure He said he was a strong friend
of silver although some people did not
think so and he was anxious for some
measure that would enhance its value

CoL A H BoRers Convinces a New York Jury
that Ho Is Not Crazy

New York Feb 24 The question of
the sanity of Col A H Rogers ex
deputy street cleaning commissioner
was before J udge Lawrence and a jury in
the supreme oourt cirouit today Tho
colonel was the first and only witness in
support of his petition for liberty He
testified as to his arrest through some
trouble he had with a cabman and
then spoke of his commitment to Belle-
vue hospital and thence to Wards
Island Ho said he had not been exam-
ined physically The only examination
he ever got irom physicians was How
do you do or by conversation His
Grand Army button and liadge his jew-
elry and pawn tickets representing 300
worth of clothes which he had pawupd
not however because he was obliged
to do so were lorn from him He told
how he had been shifted from ward to-
ward in tho asylum To these he as
ascribed tho term degrees the first
degree being for convalescents or mild
patients second tho chronic kicking
ward and the third and worst degree
the ward for chronio fighters whore
black eyes and bloody noses were in
vogue At night he said the patients
were locked in cells Thsy were com-
pelled to undress in the hall and leave
their clothes there Col Rogers said
these cells were abont five by ten feet
and were provided with a straw bed and
pillow and bed covering When he first
went to the asylum they put him in the
parlor ward or the first degree and
afterward put him in the fighting ward
He demanded to know the reason for this
change but none was given him He
had been quiet and there was no
reason for his transfer In this ward he
talked with the inmates and took notes
of some of the cases whioh he said were
sane An hour after that he was re
transferred He could not tell why this
happened but he supposed that they
thought he was too intelligent and sano
and wanted some pretense to change his
quarters As to other patients he said
some were sano and somo were not some
clean and others unclean There were so
many of them in the asylum that they
wore obliged to sit sideways at the
table having use of one hand and half
of the other Their bill of fare consisted
of bread which was good bad butter
whioh had to bespread with a spoon
meat once a week and sometimes hash
He could not bathe in the same bnth
with the others and got the privilege of
a special bath In the regular bath the
patients were put through at tho rate of
one a minute and were wiped with a
clean towel He would not submit to
that After all the evidehoe was in the
counsel summed up and the judge de-
livered his charge The jury without
leaving their seats declared Col Rogers
sane and he was discharged

New York Feb 24 One of the most
important steps ever taken by the city
officers looking toward the proteotion of
the citys interest has just been decided
by Comptroller Myers and exSenator
Daly It is the opinion of the comp-
troller that the elevated and surface
roads of this city have for years cheated
the city out of millions of dollars by
systematically holding back a true
statement of their not receipts in order
to prevent the yearly payment of 2 per-
cent of their net receipts as they are
obliged to do according to law What
makes it appear fraudulent on its face is
the faot that notwithstanding the enor-
mous increase in elevated railroad travel
during the past few years the amount
turned in by the Elevated railroad com-
pany has been exaotly 5471
three years in succession Tho
comptroller says be has found a
law which authorizes him to examine
all the books of the various companies
It is believed however that the com-
panies will vigorously protest against
examination Should they do so the
comptroller intends to seek the aid of the
legislature The whole question may
hinge on what are the actual net receipts
Corporation Counsel Clark said that at
present he must decline to speak about
the matter It had not so far as he
knew been referred to his office and
Comptroller Myers had not consulted
him on the question of law When
the legislative committee investigated
the gas companies a few years ago this
same question oame up but was not
finally settled owing It was said to the
Influence of the powerful gas companies
lobbyists The comptroller has not
rushed into this proposed investigation
without due deliberation not until he
consulted the best legal talent in the city
He believes he can easily show a way to
secure fcr the city many millions of dol-
lars whioh has been purposely withheld
from the treasury by a system little short
of legerdemain in bookkeeping

country today was John Hinton who is
charged with murder It appears that
on the 12th of Deoember last Jim Bur
ges Tom Aewton and Hinton were re-
turning frcm a trip to tho states where
they purchased a supply of whisky two
gallons eaoh When near Tahlequah
Cherokee nation they were overtaken by
Ben Knight sheriff of Tahlequah dis-
trict andhia Bon Tom Tho officer at-
tempted to spill the liquor when a shoot-
ing bee took place resulting in the kill-
ing of young Knight and Jim Burges

sensation was created today by the
elopement of Mr Luolus Joyner a pop-
ular employe in the hardware house of
Hambin Porter and Miss May Beeok
a most estimable and attractive young
lady It appears that the parents of the
young lady are opposed to the match
and have frustrated its consummation
for some time but this morning Mr
Joyner having occasion to go to Cald-
well on business managed to steal his
sweetheart away in a buggy and they

mansion at Thirtythird street and
Fifth avenue was an object of curiosity
today to the hundreds of passers by on
that thoroughfare The drawn blinds of
the big windows tho long streamers of
crape on the bell handle and the half
closed iron gato at tho front entrance
marked tho fact that death had laid his
band upon the millionaire owner The
deserted appearance of the mansion was
only occasionally dispelled by tho ar-
rival of intimate friends of tho family
who called to express their sympathy
Most oallers merely left cards of con-
dolence Very few were admit-
ted to gaze upon the fnca
of tho dead man who lay
in the corner room of the second floor in
whioh he died The body was placed
this afternoon in a coffin covered with
purple velvet after the embalming pro-
cess had been completed The funeral
will take place tomorrow morning at 10
oolock from Trinity ohapel on Twenty
fifth street Sexton Albert Meurer who
has charge of the arrangements stated
today that everything was com-
plete except the selection of the pall-
bearers Eeveral of whom are out of Mii
at present and it will not be known until
this afternoon whether they will be able

they had on their persons which was
about forty dollars They then marched

were They tied on each horses
saddle a new sliokor which
they took from tho store and
started South on horse back They also
took a Winchester from the store They
had tho dead drop on both clerks The
robbers seemed terribly excited and
said Now we will go and do the other
store They referred to R

about half a mile south but they did not
stop there They did not bother the de-
pot probably because Conductor Jack-
son and his crew were on tho sidings at
tho time with Marshals Carr and Cook on
the train

strong and a number of them accom-
panied by their wives en route to the
City of Mexico arrived hero at an early
hour this morning in a special train over
the International and Great Northern
railway and were entertained by the San
Antonio board of trade until about noon
when the newspaper men resumed their
journey southward They will remain in
Mexico for ovor a week
