Senate Committee Reports That
Violations of the AntiLobby
Law Were Found
No
Austin Texas March 9 The re-
port of the senate investigation com-
mittee appointed to inquire into the
charges of violations of the antilobby
law as preferred by Senator Thomas
completed its report today
The report of the committee em-
braces a little over three typewritten
pages and the repoit of the testimony
taken covers about thiee hundred
typewritten sheets
Senator Sturgeon chairman of the
committee was asked for a copy of
the report but he declined to give It
out saying that at the request of
Senator Thomas it would not be pre-
sented in the senate until late this af-
ternoon It is learned however that
the committee reports that there
have been no violations of the anti
lobby law and that persons whose in-
terests are affected have a right to
approach a member of the legislature
to appeal to his reason on any pend-
ing measure
There will be nothing to report to
the grand jury according to what
could be learned of the report
One sensational feature however
is that Senator Thomas is pieparing
an address to the senate on the sub-
ject wherein he will move that this
report be not adopted and that a re-
port prepared by his attorney Monta
Moore before he severed connection
with the committee be adopted Sen-
ator Thomas when seen said he had
no objection to Chairman Sturgeon
showing the report but the latter
said he did not propose to show it
until it was formally presented to the
senate Senator Thomas said that
the Moore report sustains his posi-
tion but the committees leport does
not and consequently he will oppose
its adoption He also declared he
will expose on the floor what he
termed the gambling scandal He
would not give out any details of his
address before it is delivered on the
floor of the senate
Continuing Senator Thomas said
there was a tentative agreement that
the committee would consider the
Moore report but the committee now
has rejected the report and has pre-
pared its own report on the proposi-
tion
During the investigation f a large
number of witnessesAwerenexami
nothing was obtained nipon l which
charges of violations of the antilobby
law could be based that as far as it
was shown persons talked to mem-
bers about legislation pending and
against which there is no law that
no senators have been influenced by
any lobbyists here

Appropriation Bill Carries a Hundred
Thousand Dollars to Make Re
sumption Possible
Austin Texas March 9 The gov-
ernor has requested Chairman Crock
ett of the house finance committee to
insprt in the general appropriation
bill1m item of 100000 for the pur-
pose of putting the iron Industry at
RuskiOn its feet and to resume ope-
rations The governor wants the
state to lend that sum to the state
penitentiary board so that work can
be resumed at the earliest possible
moment The money is to be repaid
tov the state within the next eighteen
months The governors request will
belgranted according to Chairman
Crockett f
lwri > for some tii
trrtfflhftrjTWnnnr
teKgIaTed > resuming the operation
th Jron plant and it would have
n done sooner had there been
mofney available for that purpose
offers were made to the
boaVd by private individuals and cor
porations for the leasing of the plant
but the governor has declined to dis
posej of the industry believing that
it could be operated by the state at
a prDftt and besides the governor is
opposed to the leasing of the con
victEf to corporations or individuals
It f develops that the house and sen-
ate finance committees for the first
time In the history of the legislature
hav been working together on the
general appropriation bills which ac-
counts for the fact that both bills
carries practically the same amount
Chairman Crockett said that the
bill carries about 8200000 for the
twoyears which includes the 100
000 to be loaned to the state peniten-
tiary board The bill could have
been introduced yesterday in both
branches of the legislature but as it
is the intention of the committee in
both branches to incorporate some of
the recommendations of the expert
auditors in the bill and as the meas-
ure could not have been passed at
the general session It was not intro-
duced
Ashas been stated heretofore the
state auditing board made some rec-
ommendations as to the reduction of
the t forces In the three departments
inspected and the finance committee
is tb act on these recommendations
By working together the two fi-
nance committees succeeded in great-
ly expediting the work and the re-
sult has been that for the first time
the general appropriation bill has
been ready within sixty days Here-
tofore 1 the two bills have been at va-
riance to the extent of over 1000000
which caused much debate when the
two fillls had passed in their respect
ive houses and the result has always
beenjthe appointment of a free con-
ference committee to settle the dif
ferencebut when the bills are taken
up atjthe special session It is not un-
likely that they will pass both branch-
es without the aid of a free confer-
ence committee
