Washington July 31 Ono of tbe last
acts of Secretary Alger who tomorrow
will relinquish his portfolio wis to pro
pare a statement covering several matters
regarding the conduct of the war which
have been the subject ot criticism In the
public press particularly with referonce
to the appointment ot staft officers In tho
volunteer army
Tho statement follows I am led to
make tho following statement on account
ot many crltlcosma which liavo been made
by tho public press especially on account
ot the recent article which appeared In the
London Times containing assertions which
have no foundation In truth
At tho commencement of the war with
Spain and for several jears prior to that
Umo the regular army consisted ot only
25000 men with tho minimum number ot
officers prescribed by law Tbo situation
can bo partially appreciated when It U
romembcred that within sixty dnys from
tho declaration of war the strength of the
army was Increased to 276000 men and
everything for tho equipment ot this great
force including clothing tents transpor-
tation medical supplies camps and camp
equipment and nil that pertains to equip-
ping nn army for son Ice bad to bo manu-
factured transported and distributed for
use
From tho statement referred to the
public might bo mado to believe that the
volunteer army was officered by men se-
lected through political Influence with
the secretary of war by special favor nud
without regard to fitness for tbo duties
thay were to perform As Is well known
tho volunteer force with tbo exception ot
three regiments of engineers thrco regi-
ments of cavalry and ten leglments of Im-
mune Infantry was mado up of regiments
from the various States the officers of
which were all appointed exclusively bv
tba governors of tho respective Statos
from wbkh tbo regiments came and any
officer found unfitted for bervice and dis-
charged was replaced by another In the
samo manner Tbti president had no volco
or control in tho matter
Tho returns of tho volunteer army
show that in August 16US tbero were
207244 enlisted men and S7S5 officers lu
thoso regiments This with tho regular
army recruited up to tho war strength
mado an aggrcgato forco ot about 275000
officers and men Tho volunteer officers
appointed by tbo president numbered all
all had proven themselves competent to
command
