New York July 31 Tho World has the
following special from Washington
A combination of homo rule with tho
exercise of military and civil functions by
tho United States will bo tho form of
government recommended by President
McKlnley for Cuba All his suggestions
to congress for tho required legislation
have been determined nnd will bo mado
a part of his regular message
Tho nearness of tho presidential cam-
paign has caused tho administration to
sock a policy which will avoid tho stumb
ling stones of expansion and annexation
Neither of these propositions Is considered
desirable ns a topic for tho stump
To avoid this difficulty and to satisfy
congress the Inhabitants of tho Island
and thoso people of tho United States
who do not favor the acquisition of mora
territory the president and his ndvisers
have agreed upon tho following plan
A civil governor and chief judiciary to
be appointed by tho United States govern-
ment
All municipal offices even postoftlces
and customs bureaus to bo filled by na-
tives
Laws to bo made by legislative bodies
composed entirely of jatlves their enact-
ments being subject to tho approval of the
governor nnd the chler Justice
Tho occupation force of United States
soldiers to bo reduced to a minimum
The governor and chief Justlco to vir
tually coniiltuto a de facto government
tho status of Cuba being precisely that
of a territory after admission to stntchooil
pending the submission of its constitution
to the people
In addition to authority from congress
for tho appointment of a civil governor
and a head of the Judiciary nothing will
be necessary to continue tho Indefinite
occupation of Cuba but permission to
mako tariff regulations
Under tho existing law the president is
empowered to make various concessions
or to a certain extent establish free trade
but he can not make differential duties
With tho added authority tho president
thinks be can adjust trade between tho
United States and Cuba on a Satisfactory
basis
If this conglomerated scheme of govern-
ment in Cuba is made operative it Is the
expectation of tho originators that lt can
be continued for months or years
