Year dawned the Governor's
Committee on Public School
Education unfolded d6tails of a
controversial plan to shake up
school district boundaries and
dramatically revise finance for-
mulas. Indications are that it will
have rough sledding in tho Leg-
islature. Committee's reorganization
plan to help make Texas schools
better and more efficient would
limit 219 of 254 counties to one
school district each. General
rule is that all operating 12-
grndo systems should be pither
countywido in size or contiin at
least 2G00 students in avgrago
daily attendance.
Exception would be sparse
area districts stretching over
.a county or more with less' than
1600 pupils and 24 specia)-pur-pose
units like that operand in
connection with military tases.
Governor's Committee ricom-
mended that tho Legisuture
adopt its proposed district jnaps
for further study by special lo-
cal countywido study commit
tees charjred with approving tho
new pattern or recommending
something better to suit their
own area needs. State Board of
Education would compile tho
final reorganization plan by
June 1 1971.
Projected plan would slash
the number of school districts
from 1218 to 354. All but 19 of
662 districts which now have
less than 500 pupils would bo
eliminated. There would be 35
multi-district counties (those of
larger population) with from
two to 13 districts. All of the
latter would have fewer dist
ricts than they now have.
Committee's proposals for
figuring local districts' adjust-
ed share of a basic foundation
school program will also prove
controversial particularly m ru
ral areas. Local share is calcu
lated on the actual property tax
paying ability in each district.
In many counties the number
of districts would be reduced
drastically. They include the fol-
lowing: Bowie from 14 to two; Cam-
eron 14 to three; McLennan 20
to four; Williamson 12 to two;
Grayson 14 to two ; Collin 16 to
three; Denton 11 to two; Tom
Green nine to one; Hunt Tay-
lor Henderson Cherokee and
Nacogdoches 10 to one: Rusk
nine to one; El Paso nine to
three; Nueces 17 to four; Hi-
dalgo 19 to eight; Fannin and
Lamar 11 to one; Cameron 14
to three; Johnson 12 to two:
and Ellis 11 to two.

ATTY. GENERAL RULES
Omission of a paragraph in a
19G8 tax bill eliminated the
exemption of non-profit cor-1
elderly from franchise tax on
debt Atty. Gen. Crawford C.
Martin said in a now opinion.
In other opinions Martin
concluded that:
Establishment of a retire-
ment trust for the president of
Midwestern University does
not constitute a supplement to
salary and does not make the
official ineligible for a $1500
raise provided in an appropri-
ations bill by the Texas Legis-
lature last June.
Petitions for a local-option
liquor election filed after No-
vember 5 must contain signa-
tures of 25 por cent of voters
for governor at the general
election on that date.
A girl 15 to 18 or a boy 15
to 17 who is a first-time of
fonder may be tried in a court
that vls other than a juvenile
court and can be sent to jail
until he has paid his fine or
served it out if convicted of
possession purcnase or con
sumption of alcoholic bevora
gos.
Martin also filed suit for an
injunction against an Austin
auto transmission repair com
pany alleging deceptive trade
practices banned by the Con-
sumer Credit Code. District
court hearing is sol for Jan
uary 9 in Austin.
. SUNKEN TREASURE
Land Commissioner Jerry Sad
ler displayed the treasure sal
vaged from a Spanish ship
sunk by a hurricane off tho
Texas coast in 1553. It's the
first such treasufetrove found
in Texas waters.
A gold crucifix which Sad-
ler estimated to bo worth
$100000 plus a gold bar
(showing a ragged end where
the tax collector had cut off
tho crown's share) over 600
coins of Charles V of Spain and
his mother Queen Joanna "tho
Mad" and some 30-pound
"plates" of bulk silver were
among the items displayed.
Exact value of the treasure
hasn't been set but may run
into "millions" Sadler said.
Texas and the Indiana salvage
firm working the wreck will
split the treasure 50-50 which
Sadler says is tho best deal
worked out for any govern-
ment. Legally tho treasure
or the money from it be-
longs to the Permanent 'School
Fund which owns the land on
which the ship sank. Details
on the exact sharing of the
booty have yet to be worked
out. And there are four other
ships which sank in the same
area during the hurricane
that are expected to yield more
"goodies."
