The Delta's special Washington dispatch of 17th
says:
The A'tmlnUlratlon Is made exultant by the re-
ports which reach here of the prevalence of a war
letting throughout the North. Old Abe now declares
that the seceded Etales shall be subdued. He says
that the South shall have war Just as long as the free
Hutes.wlll provide men and money to the Govern-
ment. Theiels no truth lo the report that General
Fcott Is going to reshen. On the contrary he sym-
pathizes entirely with the Administration and Is tta
military adviser.
"He has l&tdbefore the Cabinet an elaborate plan
for the conquest of the South. He proposes to con-
centrate M6.000 at Washington in order to protect
the city against an anticipated assault from Virginia
and Maryland. He likewise recommends lhatdG00
be stationed at St. IViuts to defend tht point and to
repress any eeceeston movtment In Missouri; that
6000 men be sent to tVratero Texas ; 3500010 Fort
Flclent and that 10000 men be embarked and or-
dered to cruise ''IT the c asts of Carolina.
4A feverish excitement to hear something definite
from Uichmond pervades the public mind of this
city. The course lo be pursued by Virginia Is the
theme or conversation everywhere. Her strength
and reso rces ere aDmlued by the Black Republi-

ministration anticipate the secession of Vliglnla
and fear that when she decides to act the will suite
with vleor.

Messes. Editoes: The news of the bom-

Carolinians was received here this morning
simultaneously with the requisition of the Sec-retary-of-W.ar
of the Contederate States for
three thousand volunteers to be raised and
equipped as infantry with the exception of two
companies of artillery.
While I write a salute is beine fired at tbe

The few friends of the Dis-nnited States in this
county who some time ago opposed the ratifi-

wheel into lino; for sinca the departure of
Gen. Houston the party spirit of former polit-

April 10th 1861. J
Messrs Editors: Not noticing among the
many letters from tbe various parts of the pub-
lished in tbe Kews anything irom this 'place
I have concluded to say a few words in regard
to it and the surrounding country. Dresden
is pleasantly situated in the Western part of
Xavarro county near Post Oak Creek 14 miles
miles from Corsicana the county site. There
are in the place two dry goods stores one drug
store blacksmith shop ie. and "nary" re-
treat grocery. The population though small
at present is of tbe best character. The school
near town is well patronized and the different
churches are in a prosperous condition. The
vote for secession at this box was ISO to S.
As to the surrounding country I can trnly
say it is of unsurpassed fertility and beauty.
The soil is a fine black sandy prairie while
on the West side of town is a dense body of
Post Oak limber which will furnish sufficient
timber for fencing and building purposes for
many years to come. Tbe soil is well adapted
to the growing of cotton and the cereals and
can be bought at from $S to $10 per acre ac-
cording to quality and situation. There is a
steam saw and grist mill two miles below town

that Gen. Houston whom the people of Texas
have in times past delighted to honor with the
highest stations within their gift should at
this time place himself in a position of antag-
onism to their clearly expressed wishes. The
people have determined upon the course they
intend to pursue ; and all of Gen. Houston's
efforts to thwart them will be as futile as to at-
tempt to stop tha mountain torrent in its
course to the falley below. And were it not
for Gen. Houston's intimate association with
the principal events in the early history of the
State and the high positions he has held iu her
service since he would not now bo allowed to

It will be recollected that Pis plan5o"f fho
Administration at Washington for reinforcing
Fort Snjilcr was reported tohttve been eujr-
f;ested by a man namatt 1'ox who had been al-
owed to'yisil the fort on the assurance that
his intentions were honorable aoddiia mission
pacific. Betraying tho cotifidence reposed in
bim and falsifying bis pledgff he reports to
headquarters at Washington the best means of
reiuforcing the Tort. And it was this plan
which is said to have been adopted but which
happily was Kthwurted by the capture of tbe
fort and its occupation by our own troops.
'This was a conspicuous instance of perfidv.
but the latent one i3 more conspicuous still. It
is said that a spy has been arrested at Jlont-
omery on whose person were found secret
tspatches from Lieut. Slemtncr tho comman-
der of the United StatesforcesatFortPicLens
to tho Government at Washington. This man
it is said broke his nledire of honor to General
Bragg carried in secret dispatches from the
Government deceiving General Bragg in the
meantime by exhibiting open dispatches of no
consequence; and then came out of the fort
with dispatches from Lieut. Slemmer without
reporting himself to Geberal Bragg at all.
Here was another flagrant violation of the
rules of honor and the rules of war if the facts
are stated correctly. General Bragg suppos-
ing that tho word of a man who claimed lo be
a gentleman was as good as bis bond permit-
ted this man to cntsr the fort suspecting no
treachery. He is deceived the courtesies of
war are violated and tho rules of. honor disre-
garded. Is there anything that can illustrate
better than this the pcrfldy of the Abolition
Administration and Us agents r
The telegraph brings anothqr report that
rort Fickcns nas been reinforced. Possibly
the arrangement was all made by this same
man. It was easy after communicating with
the Government vessels outside the harbor to
conTev to Lieut Sloinmer in tho fort tho Dlnn
which had been adopted for reinforcement and
thus facilitate it by co-operation between the
two. These two instances will doubtless teach
the officers of the Southern Army tho lesson
(hat no confidence can be reposed in tho honor

Frederick Sahouw Professor of Botany at
Copenhagen speaks as follows of tho influ-
ence of forests upon tho atmosphere : s
Wo find tho most evident signs of it' in the
torrid zone. The forests increase the rain and
moisture and produce springs and running
streams. Tracts destitute qt woods become
very strongly healed the air above them as-
cends perpendicularly and thus prevents tho
clouds from sinking and the constant winds
(trade winds or monsoons) where they can
blow uninterruptedly over large surfaces do
not allow the transition of vapor into tho form
dror3. In the forests on tho contrary the
clothed soil docs not become so healed and
besides the evaporation from the trees favors
cooling; therefore when tho currents of air
loaded with rapora reach lb? forests they meet
with that which condenses them and chanse
into rain. Since moreover evaporation of the
earth goes on more slowly beneath the trees
And since these also evaporate very copiously
in a liot climate the atmosphere in those for-
ests has a high degree of humidity this great
humidity at tuojsumo time producing many
springs and streams.

Messbs. Editobs: The intelligence of yes-
terday is interesting. It seems probable that
a marine expedition is about to visit Texas
and we are surprised to find the prevailing
opinion to be that the Brazos St. logo is its ul-
timate destination. . There is a strong body of
troops of the United States in the vicinity of
Indianola. Doubtless their embarkation is de-'
signed but that is- not their final purpose;
their transference to Galveston may be in-
cluded. We bold Mr. Lincoln and his accented advi
sers to be cold blooded heartless and faithless
politicians the fitting impersonation of the
Bjack Republican party. But it would be un-
wise to regard them as stultified simpletons.
What motive have they.of military or political
Btrategy to occupy the Island of Brazos or
Fort Brown on the Bio Grande? To Suppose
thev are concerned atraut a forav frnm Maxim
"or Indian incursions oa our frontier i3 simply

and contemplates an emente in our midst is
quite incredible. The retired ex Governor
bas at least the prestige of being an " old set-
tler" in Texas and wo are unwilling to suspect
any such of deliberate treason to the State.
What then is tho real purpose of the alleged
expedition to Texas? Air. Lincoln's inaugu-
ral spoke of " collecting the revenue." How
can that be accomplished within the Southern
Confederacy i Ho and his Cabinet know that

be equally offensive to foreign powers and

But if the authorities at Washington as-
suming still to exercise jurisdiction over the
seceded States could effect a lodgement at the
mouths of our principal rivers and the estua-
ries of our harbors and maintain themselves
there then territorial blockades might be es-
tablished more restrictive than any maritime
investment and foreign powers would not feel
authorized to intermeddle with them. Noth-
ing short of the strictest treaties of alliance
wonld sanction their doing so. Tho possession
of the main channel of the Mississippi would
put bit and bndlo on tho commerce of New
Orleans. The occupation of Galveston Island
would equally restrain egross from tho com-

tion to tho will of the people. Dul peace bas
now gone from our borders. Grim vlsagcd
war has settled down upon us; and whilst it
continues that freedom of speech and act
which might bo tolerated at other times be-
comes dangerons to onr safety. No man who
is an enemy to the government of the Confed-
erate States has a right tq the protection of
that government. 3uch may have claims opOn
the government $f the United Slates and such
plaltns being reciprocal renders it but right
and proper that they should go where they can
claim that protection. We apprehend they are
few if any such now left among our people.
We are united and as such are invincible.
" Tho same spirit which has been manifested
here prevails throughout tbe greater part of
tho Sta(e and it will doubtloss now become
universal. Those vha resist it will put them-
selves in daugor of summary proceedings.
Such wo trust may not be necessary but should
they be those who are obnoxious will encoun-
ter thedangerwiththeireyes open. It is very
certain that the overwhelming sentiment'of the
State was eloquently cxpiessed by Mr. Cone
in closing his speech th other night. " Come
weal come woe said he " come life or death
these Confederate States must and shall be
sustained."
