party in Mexico,
On the 13th, the committee, which had been charged
with the duty, presented, in full, the plan and form of
the Provisional Government, the outline of which had
been previously adopted.
Gov. Smith, in a very perspicuous and forcible address,
presented to the Consultation a brief sketch of
the existing state and prospects of the country, and a
summary of the important measures which demanded
their consideration. "You have," he remarked, " to
call system from chaos; to start the wheels of Government,
yet impeded by conflicting interests; without
funds, without munitions of war, with an army unprovided,
and contending against a powerful foe." He
recommended the granting of letters of marque and reprisal;
the organization of a corps of Rangers to protect
the frontiers against the savages; the rewarding,
in a liberal manner, foreign volunteers in the service
of Texas; the sending agents to foreign countries,
clothed with special powers for procuring for Texas
the aid of generous foreigners; the establishment of a
tariff and the appointment of revenue officers; the organization
of the militia; and the appointment of a
postmaster-general. All which measures, subsequently,
came under the consideration of the Consultation,
and were adopted.
