THE CONSTITUTION CONSTRUED.
Texas Farm and Ranch thinks
that the recent decision of the
Supreme Court and numerous pub-
lished opinions of individual mem-
bers of the court, indicate that tbe
farmers of the constitution, con-
trary to all the teachings of the last
ninety-seven years, imposed on a
confiding people a piece of ridicu-
lous ambiguity; upon the meaning of
which no court can agree, unless it
be composed of a single judge. In-
stead of our fundamental law being
a guarantee of freedom and equality,
under the latest construction by the
Supreme Court, it becomes a charter
for oppression, practically exempt
ing the millionaire and bond holders
from taxation, and laying their
proper share of the public burdens
upon the shoulders of those who
have rnoro patriotism but far less
wealth. Under the recent decision
on the income tax law, "land monop
olists, and those engaged in the
growing industry of clipping
coupons and collecting iuterest are
declared exempt from federal taxa
tion, while these taxes continue to
fall with crushing weight upon the
masses of tbo people.
As soon as the Constitution,either
by inherent defects or external
violence, ceases to secure a just dis-
tribution of the rights, immunities
and burdens of government, it ceases
to bo sacred, aud if the Supreme
Court has rightly construed it, the
sootier tho people demand its amend-
ment, or tho construction of a new
one tho better for them.

Nicaragua has submitted a reply
t) the British ultimatum, but it does
not appear to be regarded as satis-
factory. It is understood that while
definitely agreeing to nouo of tho
specific demands of Great Britain,
Nicaragua concedes the applicability
of tho principle of arbitration to
some of tbo acts committed in tho
Mosquito territory, and suggests
that an impartial commission of
arbitrators bo constituted all for tbe
grounds of complaint. Although as-
suring Great Britain of a cordial
desire to give complete satisfaction,
tho Central American republic, how-
ever, neither promises to pay the
various sums demanded for injuries
inflicted on British subjects, as
stipulated by Lord Kimberly, nor
declines to do so, but agrees to k
fair and just settlement of claims
that shall be recommended hy au
impartial arbitration. It *8 now an-
nounced, apparently q'j authority,
that the British Foreign Office ret.
fuses to accept Nicaragua's reply.
This situation affairs at once
raises tho question as to what, means
will be take'j by Great Britain to
collect tho indemnity demanded, and
in connexion with it, that of tho at*
titude of tbe United States in rela-
tionjto controversies between Euro-
pean nations and the republics of
