wide and overshadows many communities
which depend on soldier-dollars to sustain
their economic foundations. No doubt as the
saying goes “The writing’s on the wall.”

ACCORDING TO Department of the Army
statistics we’ve reduced the Active Army by
70000 soldiers since 1989. By the end of fiscal
year 1995 we will have reduced by another
180000. We currently have fewer soldiers in
our ranks since the start of the Korean War.
The Army has to cutback its ranks to
535000 soldiers by 1995. The National De-
fense Authorization Act of 1992 includes mon-
etary benefits for eligible soldiers who volun-
teer to separate from the Army. The options
1 are the Voluntary Separation Incentive (VSI)
and the Special Separation Benefit (SSB).
These will give soldiers quite a bit more
separation pay than was previously authorized
