On May 30 at 4 p.m. my office
phone rang. It was my husband
screaming at me to call an
ambulance because our 2-year-
old son had fallen out of the
second-story window of our
quarters in Comanche III.
I CALLED the ambulance
and raced to the hospital not
knowing whether my baby was
dead or alive. My imagination
painted vivid pictures of what
had happened while I paced the
emergency room floor wait-
ing. Finally he was brought in
his face pale and his tiny legs
and arms dangling.
My husband and I spent the
rest of the weekend taking
turns watching over him in in-

right. Fortunately he had no
broken bones and there was no'
brain dam age. He stayed in
Darnall Army Community Hos-
pital for two days with a con-
cussion.

Others in the Comanche area
have lived through that same
nightmare according to three
DACH octo rs and several
nurses. “It happens quite often
here” said one nurse.
In 1984 and 1985 there were
five other cases of children fall-
ing from second-story windows
at Fort Hood. Three of those
accidents happened in Com-
anche III my child added to
the list brings the number of
cases in Comanche III to four
PCS moves

The following are some recent
comments made by callers:
Q: Why do soldiers have to
wait in their rooms all day for
a pickup or delivery of their
personal property shipments
during PCS moves? I think
this is a waste of money and
tim when a soldier has to

set it could be done in 15 or 20
minutes.
A: Com ercial carriers or
contractors who provide trans-
portation services work under
standard epartm ent of De-
fense contracts or tenders of
service which say that services
will be performed between cer-
tain hours (for example be-
tween 8 a.m. and 5 p.m.) and do
not contain provisions for us to
require service at a specific
time. Attempted deliveries and
waiting times have occurred in
the past when soldiers were not
present for delivery. For that
reason regulations provide for
commanders to allow soldiers
time off to arrange for and re-
ceive shipments and also say
that soldiers or their designated
agents will be. present during
pickup or delivery. Time off for
handling personal property
shipments is important to the
soldier and is therefore impor-
tant to morale.
Q: My husband is overseas
and before leaving he got a
General Power of Attorney for
me. Today the Fort Hood Na-
tional Bank would not cash
my income tax return because
it as a General Power of

Sturdier screens needed
in post housing windows

McNair. Unfortunately one of
those kids died. All of those
children including mine were
2 years old or less. When does it
end? This is a definite problem
that needs to be looked into.

honored anywhere for any-
thing that I would need while
my husband is overseas. I
would like to know why Fort
Hood National Bank does not
honor General Power of Attor-
neys?
A: The Fort Hood National
ank will accept a eneral
Power of Attorney for normal
financial transactions. Howev-
er an income tax return check
is a different situation which
has special U.S. Treasury re-
quirem ents that may cause a
bank to incur a liability if they
cash the check under the au-
thority of a General Power of
Attorney. Fort Hood National
Bank requires a Special Power
of Attorney for income tax re-
turn checks. Notification of this
policy has been made to all S JA
Offices on post.
Q: Why aren’t married sol-
diers' authorized to obtain
their spouses’ dental records
when clearing for an overseas
move? I think it’s an unneces-
sary hassle considering sol-
diers are authorized to obtain
their sp ou ses’ medical re-
cords but can’t obtain their
spouses’ dental records.
A: AR 40-66 is quite specific
about releasing dental records
to individuals other than the
patient. This regulation un-
doubtedly came about over a

The screens are so flimsy and
so loosely installed that they
blow off in a slight wind. I cal-
led Engineering to ask if some-
thing could be done to better
secure the screens and they
said that I should put some-
thing temporarily across the
screen something that could
be removed when I move out of
housing.

formation in them that a patient
would not want others to have
knowledge of. While it is very
probable that this individual’s
spouse would not have minded
her husband having knowledge
of what was in her record it is
also probable that there are
other patients who most defi-
nitely would not ant their
spouse to have that same know-
ledge. The dental clinic is sym-
pathetic to the inconvenience
that this regulation might cause
and try to be as accommodating
as they can. If an individual
who cannot pick up their own
ta record ill fu rn ish
either a signed note of consent
giving the clinic permission to
release the records to their
spouse or a power of attorney
giving the clinic the same au-
thority then the clinic can
accommodate this type of re-
quest with no problem.
Q: Why are military person-
nel taking their physical ex-
ams during retirement outpro-
cessing lumped in with per-
sonnel who are being chap-
tered out of the Army for mis-
conduct? I don’t feel retirees
deserve to be grouped with
substandard personnel who
couldn’t or wouldn’t hack it in
the Army.
A: The staff at the Physical
Exam Section are extremely
capable personnel who work
very hard but have unfortun

That’s all fine. I’ll find away
to secure my screens but what
about the next family to move
into those quarters? There are
people out there who may not
realize the dangers presented
by those flimsy screens until
it’s too late. Something needs to
be done to make our homes less
hazardous. I suggest a sturdier
screen. One that doesn’t fall off
and that can be locked.

present PES building does not
have sufficient space to sepa-
rate the various chapter physic-
al examination personnel frorn
the retirement physical person-
nel. It is a substandard building
and plans have been made to
relocate PES to a newer more
spacious building in the near
future. We don’t expect retirees
to have to be outprocessed with
those personnel being chap-
tered out when the PES relo-
cates.
Q: Barrels are placed across
the road at Railroad Drive to
rotect soldiers unloading
vehicles from traffic. Howev-
er drivers are driving their
cars around the barrels which
destroys the grass on the side
the road and creates a
hazard to soldiers working on
Railhead Drive. I think this
problem should be corrected
by posting an MP at the bar-
rels.
A: There is a constant effort
by the III Corps Provost Mar-
sh al’s Office to correct this
problem. However there are in-
sufficient military police per-
sonnel assets to man these bar-
rels. When a driver is observed
driving around the barrels a
DD orm 1408 ita tio is
issued. This citation goes to the
unit commander of the offen-
der for disciplinary action or
isp sitio W hen a major
ovem ent is under way on
Railhead Drive we always in-
crease the number of military
police patrols in the area. One
possible solution to the prob-
lem that is being considered
would require the unit working
at Railhead Drive to post a road
guard at the barrels.
