First of all he has to be a scout.
Do you realize that it is the Scout
program that has put
genuine camp life for boys on the map?
You may remember your own attempts at camping when you
were a boy. You may forget that there are twenty boys today
eager to "go camping" to each one who has the scout opportunity.
Those boys crave all the things that make up the Boy Scout
program— INCLUDING THE OATH AND LAW.
They are in,your city, town, village—waiting. You are the
"logical" person to see that they have opportunity to be scouts.
You know men who need only to understand Scouting to go
into action on behalf of those boys. You can influence them to
become scoutmasters.
The higher the proportion of scouts to your boy population,
the better it is for each scout; for each troop; for Scouting itself
in your community; and for your community.
