passage; tho exigencies of tho case de-
manded it.
Mr. Harris of (inlvoston considered
It ft very Imporlant hill hut favored its
commitment till Monday. He said
they had progressed as rapidly as their
constituents had desired them to do.
The bill was referred to await new de-
velopments. I have heard nothing In regard to
Davis' resigiuit ion to-day. Everything
is quiet. .

The Attorney General this afternoon
Mcntthe following telegram to Gover-
nor Davis of Texas in response to his
second call for military assistance:

To Governor K. J. Davis Austin Texas :
Your telegram slating that accord-
ing to the Constitution of Texas you
were Governor until the isth of April
and that Hon. Kic.hard Coke has been
inaugurated anil will attempt to seize
the Governor's olllce and buildings and
calling upon the President for militrry
assistance has been referred by hint to
me for answer and I am Instructed to
say that after considering tho fourth
flection of article four of the Constitu-
tion of Texas providing that the
Governor shall hold his olllce tor
tho term of four years from tho time
of his installment under which you
claim and section three of the election
declaration attached to said Constitu-
tion under which you were chosen
and which provides that the State and
other ollleers elected thereunder shall
hold their respective ofllees for the
term of years prescribed by the Con-
stitution beginning from the day of
their election under which the Gov-
ernor elect claims the otlh-e ; and more
than four yars having expired since
your election ho Is of the opinion that
your right to the office of Governor nt
this time Is at Icuis so doubtful that he
does not feel warranted in furnishing
United States troops to aid you in
holding further possession of it and
he therefore declines to comply with
your request.

The Mexican veterans on their re-
turn to their hull the President called
their attention to a beautiful vase
which had been placed upon the center
table in front of the platform unii
which came from South Carolina. I te
asked the convention to receive it
standing. He then called upon Judge
Mackey of South Carolina to give its
history. The voseetnnds upon a square
base o'f about ten bv twelve Inches and
threo inches in height resting upon
eagles claws all of solid silver and beau-
tifully chased in frost work represent-
ing the charge and repulse at ewwr-
This vase was purchased solely by
the ladies of South Carolina three
thousand subscribing for that purpose.

Congress to remove the disabilities of
(hose who took part In the Mexican
war. but who were engaged In the lute
civil war from receiving pensions.
Judge Mackey then reported a con-
stitution and by-law s for the govern-

providing for Its ollleers and mode of

ing In Washington on Ihe d day of
February that being one of the days
upon which the battle of liueiia Vista
was fought as well as being the birth-
day of Washington.
Dr. Todd of Ohio nltcrcd a resolu-
tion tendering Ihe thanks of Ihe Con-
vention to Dr. Tilhiny and the authori-
ties of the Metropolitan church for
the favors extended to them in the use
of tho church yesterday. Adopted.
.1. V. Grlllilh of Iowa tillered a res-
olution which was adopted urging all
the delegates to usethelrinllueiice with
Slide Legislatures to puss Joint resolu-
lions calling upon members of Con-
gress to pass nets carrying out the
objects of the Convention.
They elected the following ollleers of
the permanent association: President
General George Caldwnlhider; also a
Vice President and a ( ousellor from
each State and Territory; live Secre-
taries and a Treasurer. The conven-
tion to-night adjourned sine die. The
proceedings were harmonious and the
delegates rejoiced I liat old friendships
had been renewed In their persons
coming from all sections of the United
States.

Among tho Judges who have graced
the Supreme bench of the Stale with
honor and credit none of thein have
won brighter laurels nor a moro sub-
stantial reputation for probity and
ability Hum the gentleman 'whose
name heads this column. Judge
Peeves lived in this city lor several
years but our acquaintance with J i i lit
began hi Anderson count v years ago
where he had the confidence and es-
teem of the people ami was respected
by such lawyer as Donley Itoolh An-
derson and homier as a profound jurist
and a just Judge.
Ho was elected to the position of
District Judge for several consecutive
terms and that district was loth to
give him up when he determined to
enter the Confederate service. While
In the army the people elected him to
tlie Supreme bench and ho was thus
called home to take his seat as u mem-
ber of that high tribunal. It was cer-
tainly a high honor but yet it was an
earnest of what ho was worth to his
State as a jurist. His whole record is
one of which in this day he may well
feel proud.
Numberless chances have presented
themselves for him to have occupied
high positions under the Radical ad-
ministration of the State but he pre-
ferred to preserve his reputation pure
and unsullied by declining to affiliate
with a party that has drawn down
odium upon itself from the enlightened
people of tho whole country. Hut
now when mi administration elected
by tho people is about to go
into power when a government set
up by the proper authority is about to
bo inaugurated we mention lteiiben

high appointive office knowing that
ho would esteem it an lienor to accept
It. Whose claims are superior to his?
We believe that his appointment by

meet with universal approval for ho
is competent honest and has proven
himself faithful.
A Horse Ttiief I.ynelied null Anollior
One In Ton.
As we go to press we learn of the
lynching of a horse thief on the night
of tho 1 Utli instant. Ho was found
suspended to a tree about threo quar-
ters of a mile west of tho slaughter
house near tlie city. The supposition
is that he was hanged by the sumo par-
ties who had the man Bishop in
charge Monday and who is yet to
hear from. AVo are unable to learn
the name of the lynched man but
are informed that he has relatives liv-
ing near the city who went early the
next morning and cut him down and
buried him.
Within the past few nights several
horses have been stolen from parties
within the city and there is no doubt
of the existence of a well organized
band of thieves in this vicinity. Wo
regret very much that our people re-
sort to lyiich-law for protection and
sincerely' hopo the laws of our land
may in'the future bo respected in ad-
ministering punishment t such tlepro-
