The true face of CSC
A guest column by John McGarr
THIS IS A QUIZ FOR THOSE who attended the Commissioners'
Court meeting on Monday, July 12, 2004. If you weren't there, go
ahead and take the quiz anyway. After all, it only consists of one ques-
tion, and it is multiple choice.
OK, here is the question. Jason McEntire, the Interim Facility Ad-
ministrator for the Hemphill County Juvenile Facility addressed the
Cburt. During his presentation, who did he most remind you of:
A. Sergeant Schultz (I see nothing. I know nothing.) of Hogan's
Heros.
B. Ricky Williams, highly effective broken field runner and tackle
eluder.
Us Harry Houdini, famous magician and escape artist.
D. All of the above
During his appearance, Mr. McEntire did a great job of explain-
ing how the painting and polishing and the recarpeting of the facility
was progressing. We heard in minute detail how the wall colors were
harmonized and how floors were rewaxed and how padlocks were
changed. It was amazing in its detail.
Unfortunately, the Court didn't hear about CSC's relationship
with TYC, finding a permanent facility administrator, a plan for staff
recruitment and training, the type of "clients" CSC is considering,
salary schedules, or when the plaee might reopen.
Let me stress right now, this was not because the questions
weren't asked. Commissioner Ed Culver was the leadoff questioner
and was joined by all the members of the Court. School Superinten-
dent Frank Belcher and Chief Probation Officer Kenneth Martindale
took their turns. Again and again County Attorney Ty Sparks did all
he could to elicit real answers to real questions.
Mr. McEntire, however* was steadfast in his ignorance of any mat-
ter that did not pertain to maintenance and repair. His focus on paint,
polish, and plumbing was firm and unyielding. I hope he gets an "at-
taboy" from the folks in Florida because he definitely took one for the
team on Monday.
But here is the sad, ironic part. In a bizarre way, Mr. McEntire
showed the true face of CSC, Instead of addressing the root problems
of staff retention, training, and professional supervision, the company
has again chosen to paint over them, sweep them under the rug, and
flush them away.
I'm sorry that Mr. McEntire works for a company that breaks
promises as fast as it makes them. I'm sorry that Mr. McEntire works
for a company where secrets are a way of life and trust is a bitter joke.
I'm sorry that Mr. McEntire works for a company that uses people
like I use toilet paper.
But mostly I'm sorry that CSC won't just pack up and leave and let
us get on with the task of rebuilding what was once the best juvenile
facility in the State of Texas.
(Oh, yes, the Correct answer to the quiz: none of the above. When
one deals with CSC these days, there are no answers, just ques-
tions.)

been the lead instructor for the CISD educational program at the ju-
venile facility since its doors opened, and lost his position when the
doors recently closed.
