Over the years 1 have frequently {the Federal Reserve Board
seen Congrcs. "take the rap'* ' '
for unpopular economic trends
and I am convinced that such a
situation is again in the making
to saddle Congress with respon-
sibility for keeping the budget
within bounds when as a matter
of fact the issue was substan-
tially removed from Congrcssion-
v.hich has seized independence
ano in effect seceded from the
government. Look at just one
item in the next fiscal year's
budget commencing July] — a
budget estimate of $750 miHionior equivalent is required. Recip-
for the increase of interest on [ ients will be selected by the
the national debt caused solely schools, and applications should
action on December 6,1963 (a
new historic date of infamy!)
when it defied President John-
son and raised interest rates as
high as 37*2%.
THH USE O! CHECKING
Accounts has grown so rapialy!
that the expense of handling!
them is up to $3.3 billion per
year and the avalanche of
paperwork will soon make it
necessary to adopt a moreef-j
ficient syst m possibly similar
to the "giro transfer" method
already being used abroad. In
general this eliminates much of
the paperwork by substituting,
an order direct from the payer !
to the bank authorizing the
transfer of a specifico sum tOj
the account of the payee. In the
case of regular recurring remit-
tances, this type of transfer be-
tween accounts is already being
done by some banks. In the fu-
ture. "electronic banking" will
probably be enormously ex-
tended by the use of computcr-
to-computer. or telephone-to-
computer communications. A- i
gain the high initial costs of au- j
tomation and centralization can
be better borne by the larger
financial institutions — giving
them a competitive advantage.
On theothcr hand, banks in ru-
ral areas will continue to have
more contact with people which
in the long run may be the bet-
ter way.
84 TEACHER FELLOWSHIPS

Education. Student recipients
will get stipends of $2,000 for the
first acacemic year and $2,000
for the second, plus an allowance
of $400 for each eligible depen-
dent. An additional $400. plus
$100 for each dependent is al-
lowed for summer study. The
school will also receive $2,500
for each Fellow attending to
help cover the costof his studies
and for college improvement
plans. Full-time study leading
to masters or specialists oegrees
