HARDSHIPS OF LIFE WELL KNOWN
TO FULMER
Vernis Fulmer is the second of eight children and
was born on a tenant farm where he toiled with the
other members of his family under the supervision
cf a hard working father. Fulmer worked his way
from the farm to the class room where he taught
school several years in the rural schools of Nacog-
doches County. From there he was victorious over
two good good men in the campaign for District
Clerk of his county. It was during his tenure as
District Clerk that he, through the consistent and ]
systematic study of the law at night at home after
office hours at the court house, was admitted to the
Texas Bar to practice law. He was not financially
able to attend a law university but had to choose
the long and hard route; he thinks it more beneficial
because in order to obtain a law license through this
method it is necessary that the applicant have a
more thorough and more rigid knowledge of the
law. He was licensed by the Supreme Court of
Texas. When he stood that rigid examination to
e:i;c" the legal proffesion, only three out of each
hundred applicants were licensed. Vernis Fulmer
rar.ked among that three. He does not attribute this
complimentary record to superior intellect but to
hard work and perseverance. He promises to keep
up this hard work and consistent study as District
Attorney.
When finishing his term as district clerk of Nacog-
doches County, Mr. Fulmer was promoted to the
office of County Attorney of his county. He served
the office with respect and credit to those who
elected him. During his term as County Attorney,
Fulmer was able, together with the aid of other
court agencies, to dispose of more than 800 cases
both by trial and by pleas of guilty. He is a be-
liever in going ahead and turning off work. If the
cases are placed upon the docket, they should be
disposed of. It is no praise to a prosecutor's record
to convict an innocent person, nor is it complimen-
tary to turn a guilty one loose.
The degree of success is finally determined by the
amount of work done and the manner in which it
is done. *<*
Vernis Fulmer does not believe in filing on people
promiscuously leaving their names to black the
docket and the docket to black their names before
their people for all years to come. But he will
maintain the practice of making thorough investiga-
tion of cases before placing them upon any court
docket and made public. That is why the grand
jury is secret under the law.
The District or County Attorney's office is an office
of the people and filled by the people. Consequently
the people should know every detail. Of the above
named cases there were no dismissals.
WHAT HE STANDS FOR
Vernis Fulmer is a practical and ordinary man. He
considers and views all sides of any problem. He
recognizes any persons legal rights at court and
elsewhere. At the same time he has the courage to
do his duty regardless of friend or foe. He has a
high respect for the chance of correcting and re-
forming the person who has fallen aside from the
right path momentarily through conditions not al-
together under his control. He wants to be a help
to the deserving. He will see that the rights of the
state are protected and enforced according to law.
In representing the state the District Attorney
represents the people who make the state and Mr.
Fulmer is able and willing to see that all have an
administration of fairness and justice.
