The Rio Grande City CISD Public Relations Department recently held a seminar for
campus/department representatives. Rio Grande City local access channel representatives Ruben
Villarreal and Juan Perez provided everyone with information on the ins and outs of RGCN 12 Ruben

The District Attorney's Office
and the Texas Rangers are
continuing their investigation
into the fatal shooting by a
Roma Police Department
investigator of a knife-wielding
man who lunged at them while
holding the weapon to a
woman's neck.
District Attorney Heriberto
Silva indicated Friday that
information on the Oct. 4 fatal
shooting of Daniel Gutierrez,
25, of Rio Grande City, "will be
presented next week on
Wednesday, Oct. 25 to the grand
jury. They will determine it the
use of force was justified."
Gutierrez was fatally shot
shortly after 1 a.m. on
Wednesday, Oct. 4 in the
parking lot of Church's Fried
Chicken in Roma. He was shot
after lunging with a knife
extended toward one of the two
Roma Police Department
investigators present at the
scene.
Silva noted that the incident
"is being investigated by both
the District Attorney's Office
and the Texas Rangers."
The prosecutor stated, "From
all indications, the man seemed
determined to force his will on
the woman. He did not comply
with the officers' instructions."
Silva pointed out, "At the
tune the incident happened, the
primary focus was an aggravated
robbery that had happened
nearby 45 minutes earlier. The
Roma Police Department had
responded to that incident; two
investigators were also asked to
assist in investigating the
aggravated robbery. One
individual had been apprehended
already."
"The investigators were
summoned to the scene of the
armed robbery to search for the
missing money and search for
the one suspect still at large."
continued Silva. ".While
driving by Church's Fried
Chicken, they (the investigators)
heard a woman scream and saw
an altercation going on in the
parking lot."
The armed robbery took place
at approximately 10:30 p.m. on
Tuesday, Oct. 3 at the Six Pack
Corner convenience store, with
an undetermined amount of cash
and checks being taken by two
male suspects.
About the episode in the
Church's parking lot, Silva
declared, "This happened at
roughly 1 a.m. on Wednesday.
Oct. 4. The suspect had been
there at Church's since 12:30
a.m. It was 1:06 a.m. when the
dispatcher was notified."
Silva explained. "The woman
holds a management position at
Church's. She was leaving and
one of the employees was
leaving also. The man tried to
force her into a vehicle. She
refused; at that point, he pulled a
knife and again tried to force her
into the vehicle. He threatened
to kill her at that point."
The prosecutor added, "The
(two) investigators then arrived
and requested that he release the

Miss Texas gives encouragement, Rep. Guillen works to improve
advice to RGCCISD students fire protection in area

The newly crowned Miss
Texas is currently participating
in a week-long series of Red
Ribbon activities in the Rio
Grande City CISD, offering
words of encouragement and
hope for students on how to stay
drug-free and realize their full
potential in life.
Shilah Phillips, Miss Texas
for 2007, has spoken at four
RGCCISD schools as of late
Tuesday afternoon, Oct. 24. She
is scheduled to speak at six more
schools on Wednesday, Thursday
and Friday. She will be the
featured speaker at the Safe and
Drug Free
Schools/Homecoming Parade
Thursday evening.
Phillips is presently carrying
out a 12-month speaking tour
titled "Never Give Up" that
emphasizes staying in school,
living healthy lifestyles, and
keeping dreams alive. She is
recognized and honored as a
professional entertainer, honor
student, community leader,
teacher, volunteer, and
accomplished speaker.
Phillips, a resident of Piano,
is the first African-American
woman to represent Texas in the
Miss America Pageant, which
will take place in January 2007
in Las Vegas.
Phillips told The Rio Grande
Herald on Tuesday afternoon, "I
do see this honor as an
opportunity to express the
values that are important to
me...My platform as Miss
Texas is 'Never Give Up' on
your dreams, goals and
education. 1 will proclaim this
message throughout the state
throughout the year."
Phillips noted, "I will be here
until Friday atternoon. I spoke
today to sixth graders at
Ringgold Middle School. This
morning I spoke at La Union
Elementary. Yesterday I spoke at
Alto Bonito Elementary and
Grulla Elementary. I've been
speaking to students on the

The Rio Grande City CISD
Office of Public Relations,
headed by Ms. Cindy Ybarra,
sponsored a seminar to train the
campus and department Public
Relations Representatives on
procedures on procuring
coverage for their respective
campuses in our local city
access channel-RGCN 12 and in
other media venues.
Ruben Villarreal and Juan
Perez from RGCN 12 gave the
district representatives
information on the ins-and-outs
of how to secure and prepare
information for media coverage.
The seminar, which was
attended by representatives from
school campuses and various
district departments, was
deemed very successful.
Everyone present gained a
greater knowledge on techniques
for medi > coverage.
The Public Relations
Department prides itself in
ensuring that the students of our
school district receive extensive
media coverage and therefore
takes pride in training
individuals to promote the
attributes and accomplishments
of our students and staff.
The department will be
holding seminars throughout the
year in an effort to provide the
representatives with as many
media techniques as possible.
There will also be information
and media forms located on the
district website for
representatives.

their goals, and their education,'
she explained. "Twc of the
biggest distractions are alcohol
and drugs. I've been telling them
stories to illustrate this point."
Phillips continued. "I've also
used music and songs to express
this point. Most of the songs
are songs that I've originally
written. Most of the songs are
energetic songs that the kids
seem to enjoy."
She noted, "I've told them
stories about real people in my
life; I've changed their names.

STARR COUNTY
Representative Ryan Guillen
announced this week that he has
secured an agreement between
the El Sauz Water Supply
Corporation and Starr County to
increase the ability of county-
firefighters to fight fires in the
El Sauz area.
"In the past Starr County
firefighters had to go as far as
15-20 miles to fill up their fire
trucks and then return to fight
home and grass tires in the area
Now we have an agreement to
put up a water station in El Sauz
so fire trucks can fill up and
return to fight local fires
quickly," Representative Guillen
said.
Rep. Guillen arranged a
meeting at the local USDA
office last week between Deputy
State Fire Marshal Jesse
Williams, El Sauz Water Supply
President Tomasita Guerra, Stan-
County Commissioner Jaime
Alvarez, district engineer
George Lazaros and plant
manager Odilon Carrera. The
purpose was to discuss the need
for better fire protection for the
area.
Commissioner Alvarez said,
"The meeting was a real
breakthrough after several years
of work on both sides without an
agreement." Alvarez said that he
understands that due to the small
size of water pipes in the water
district, fire hydrants cannot be
installed.
The water district is now
planning a five-year
improvement project in
cooperation with the USDA to
expand the water treatment plant
with a one-million gallon water
tank and put in 10-inch and 15-
inch water lines which will
make it possible to install fire
hydrants and provide lower
insurance premiums for area
residents.
Commissioner Alvarez said
the county commissioners will
meet in November to approve
building the waterdrop station
and will also agree to pay the
water district for the water used
to fight fires. The water drop
will only be for the use of
county fire fighters.

RGCHS Student Council attends convention
On Saturday, Sept. 30, 2006, the Rio Grande City High School Student Council officers, members
and advisors attended the District XVI Fall Convention at Memorial Middle School in Mission Are
You Ready to Rock?" was the district's theme. School supplies and craft items were collected for tin
children and taken to the convention for the District Project: Radio Lollipop for the children at tin
Edinburg Children's Hospital. Members attending were: Vermce Ramos (member). Daniel DeLuna
