The Rio Grande City CISD recently honored several campuses that received academic recognition from
TEA. The "Evening with the Stars" celebration was held at The Club at Cimarron in Mission. Seated

Stranded motorist dies after
being struck by 2 vehicles

A 54-year-old Rio Grande
City resident died on Tuesday
evening, Dec. 20 after being
struck by two vehicles while
attempting to cross U.S. 83 east
of Rio Grande City in an effort
to return to his disabled vehicle.
W A Department of Public
Safety (DPS) officer indicated on
Tuesday, Dec. 27 that Eutimo
Barrera was pronounced dead at
Starr County Memorial Hospital
at roughly 10:00 p.m. on
Tuesday, Dec. 20, slightly more
than three hours after the
mishap.
The accident occurred at 6:48
p.m. on U.S. 83 roughly two
miles east of the city limits of
Rio Grande City, or one mile
west of the intersection with
FM 1430.
The DPS officer statedv "A
pedestrian attempted to cross
U.S. 83 from the north side to
the center turn lane, where his
car had run out of gas. He was
struck in the inside westbound
lane by a pickup truck. The
impact threw the victim onto
the driver's side panel of a car
(another vehicle) driving in the
westbound outside lane."
The officer declared that
Barrera "sustained massive
internal injuries and also head
trauma."
"The victim was driving a
passenger car," stated the officer.
"We don't know how long his
vehicle had been stalled out. It
may have been at least 30
minutes. Apparently, he bad
walked on foot to a nearby gas
station and was on his way
back. Apparently, family
members of his were inside the
vehicle."
The officer added, "Evidently,
the drivers never saw him before
the impact. It was more difficult
to see him because he was
wearing dark clothing."

School District honored those
campuses who received
academic recognition from the
Texas Education Agency
(TEA). The "Evening with the
Stars" Recognition Celebration
was held at The Club at
Cimarron in Mission, Texas on
November 9, 2005.
In order for a Texas
elementary school to be
STC campus open for spring registration
The South Texas College
Starr County Campus
admissions, financial aid and
counseling offices will open for
special registration hours during
the winter break between
semesters. Offices will open
Dec. 26-27 and Jan. 2-3 from 9
a.m. to 6 p.m. to assist students
registering for spring classes.
Classes begin Jan. 17, 2006.
The Starr County campus is
located at 142 FM 3167 in Rio
Grande City.
Students may also register
during those dates and times at
the Pecan Campus, 3201 W
Pecan in McAllen.

NWS seeking more spotters
for SKYWARN program

The National Weather Service
office in Brownsville will be
carrying out a campaign in the
coming months to recruit and
train additional spotters for the
SKYWARN program in Starr
County and other South Texas
counties in order to bring about
faster reporting of dangerous
outbreaks of severe weather.
Joe Tomacelli, NWS
Meteorologist in Brownsville,
indicated that the SKYWARN
program is "fundamentally a
way for the general public to
communicate about severe
weather that might have
happened or may be happening
in their community."
Tomacelli explained. "Back in
the early 1970's, a program was
developed to share weather
information between the general
public, the National Weather
Service, and local emergency
managers. This program was
known as SKYWARN."
"The main reason this
program exists is that, in spite
of many advanced technological
tools of the National Weather
Service such as Dopplar radar,
we still need 'eyes on the sky',"
stressed the meteorologist. "This
is important because we forecast
for eight counties in deep South
Texas Those counties are
Zapata. Jim Hogg, Brooks,
Kenedy, Willacy, Cameron.
Hidalgo and Starr."
Tomacelli pointed out, "NWS
technology does an outstanding
job of detecting and warning for
severe weather. We are trying to
get the general public involved
in the warning process."
He emphasized, "The bottom
line of this program is that
information communicated by
spotters to NWS during a severe
weather situation could save
their lives, the lives of people in
their communities, and the lives
of people in communities that
are in the path of the storm."
Tomacelli added, "This is a
unique opportunity for the
general public to be involved in
a federal agency that is dedicated
to protecting their lives and
property 24 hours a day, seven
days a week and 365 days a year,
including holidays."
Tomacelli noted that the NWS
in Brownsville "currently has
about 250 spotters in the eight
counties Warning Coordination
Meteorologist Jesus Haro and
myself have currently begun a
campaign to increase the number
of SKYWARN spotters in the
Valley."
Tomacelli stated, "We
envision that these training
courses will be held in February,
March and April 2006. We will
coordinate with emergency
management in all eight
counties. Through these
individuals, we will set up
locations where the classes can
take place. These spotter classes
will generally take two to three
hours."
"Attendees of these classes
will receive training from
myself and/or Mr. Haro on
specific weather features they
should be looking for, especially
whether a thunderstorm can be
classified as 'severe' or not," he
indicated. "We would also
educate the public as to how to

Economically Disadvantaged.
3. At least 70 percent of the
SDAA II test taken must meet
ARD Expectations.
