Grand Opening held for Precinct Two Service Center
Precinct Two County Commissioner Raul "Roy" Pena, Jr., is pictured above cutting the ribbon for the new
Precinct Two Service Center in Roma during the grand opening event on Tuesday, Dec. 11. The new
building will house the Justice of the Peace office, the Tax Assessor's sub-station, and also a public library.
The building is located at 1705 Athens Street in Roma. Standing at Commissioner Pena's right is County
Judge Eloy Vera. At Pena's left is Roma Mayor Jose Moraida.
Grand opening held for new
Precinct Two Service Center
County Commissioner Roy Pena
held a grand opening event for the
new Precinct Two Service Center
on Tuesday, Dec. 11 at 10:00 a.m.
This building will house the
Justice of the Peace office, the Tax
Assessor's sub-station, and also a
Public Library. The library will
also house a computer lab so that
students from local schools and
colleges can take advantage of these
services.
This building is located at 1705
Athens Street, next to the Precinct
Two County Park in Roma.
Commissioner Pena, a former
educator, says the construction of a
public library is a major goal that
has been achieved. He declared that
this is another "Your Taxes at
Work" project that he has carricd
out. He emphasized that this project
was built with county funds; no
stale or federal monies were used.
Pena commented that this is
another example of his
commitment to provide more
services to his community through
sound fiscal practices.
RGCCISD 21st Century announces
classes at old La Union campus
RGCCISD News Release
The 21st Century cordially inv ites
the community to attend their classes
located at the former i.u Union Cam-
pus La Casita. Facility services are
open to the Rio Grande City commu-
nity (Students must be currently en-
rolled in a RGCCISD public school
to be eligible for services.

Junior ROTC unit
okayed for Roma High

Roma ISD Superintendent Mr.
Jesus O Guerra, Jr., presented
district trustees with some exciting
news at the November regular
meeting of the board.
Mr. Guerra announced that the
district had been informed by the
Department of the Army that Roma
High School had been conditionally
approved for establishment as a
host Junior ROTC Unit starting in
school year 2002-2003.
Mrs. Celia R. Saenz, board
president, speaking for the trustees,
said. "We have been waiting for
quite a few years to hear this
underfill news." Mr. Guerra added,
'We are extremely proud of this
opportunity and look forward to
working with the Department of the
Army in establishing this program
at Roma High School."
An application for a Junior
ROTC unit was first submitted to
the Department of the Army back
in 1996 and the district was
informed that it would be placed on
a "waiting list." As time passed,
the district never heard from the
Army Cadet Command. The district
reapplied during the 2000-2001
academic year and once again was
informed that it would be placed on
this waiting list. Armed with letters
of recommendation from U.S. and
state congressional representatives,
the Department of the Army
quickly processed the application.
Once all required information is
provided to the Department of the
Army, effective approval for the
establishment of the Junior ROTC
Unit will be July 1, 2002. Having
seen first-hand the relevance of the
Junior ROTC program in high
school and being a member of the
cadet corps at the university level, I
believe that this is one of the best
programs in America today and
without a doubt, one of the best
programs to be offered at Roma
High School.

At their regular monthly meeting
on Tuesday night, Dec. 11, the Rio
Grande City CISD board of trustees
were given an update on the status
of several pending projects and also
approved the audit report for the
2000-2001 fiscal year.
The trustees were provided an
update on the status of pending
projects financed by the Bond Issue
Series 2000. Board President
Basilio "Bacho" Villarreal, Jr., later
indicated, "Peterson Construction
has taken over the schools not
finished by Swee/.y Construction."
He was referring to the new La
Union Elementary School aid
General Sanchez Elementary
School.
Villarreal added, "Peterson is a
Valley-based construction company.
Hopefully, both schools can be
finished in the next month or so."
Concerning other projects,
Villarreal stated, "A gym, all-
weather track, and additions to
Grulla Middle School are ongoing.
All these projects should be
finished by early 2002."
"Additions to Roque Guerra and
Hinojosa should be finished early
next year," concluded the board
president. "The new North
Grammar facility should be
complete by the beginning of the
next (2002-2003) school year."
The trustees voted to accept the
annual Financial Audit for the year
ending Aug. 31, 2001. The audit
was carricd out by CPA Juan Nunez
of Pharr. Nunez also presented the
annual report.
Villarreal declared, "Our fund
balance increased significantly. We
were able to manage all departments
within all budgets proposed last
year. Nobody went over budget.
The audit did not reveal any major
problems."
VillaiTeal stressed, "1 congratulate
everyone in our school district,
because I think we had an
outstanding audit...I congratulate
the whole district, including the
Business Department, for helping
produce an outstanding financial
picture."
The trustees recognized four
RGCCISD campuses honored by
the Texas Education Agency for
outstanding academic performance.
TEA awarded Exemplary status to
Roque Guerra Elementary, and
bestowed Recognized status on
Grulla Elementary, North Grammar
Elementary, and Ringgold
Elementary.
Villarreal emphasized, "We arc
very proud of all our campuses, but
we are especially proud of the one
school that earned Exemplary status
and the three schools that earned
Recognized status."
"It is a tribute to the campuses
and their staffs, as well as to the
district as a whole," commented the
board president. "Hopefully even
more campuses will achieve this
status or even better next year."
The trustees received an annual
report card on the progress of the
Class Size Reduction Program.
Villarreal explained, "We had gotten
a grant to hire more teachers to
reduce class size. With the
exception of a few classrooms, all
of our district's classrooms are
under the 22-1 ratio. It's only a
handful that are over the ratio. The
new schools have really helped in
reducing classroom sizes."
The trustees received a report
from individuals interested in
opening a Ringgold-Six Cinema.
Villarreal stated, "They spoke on
some of the benefits to the school
district of opening a cinema in Rio
Grande City. They indicated it
would provide a lot of educational
benefits. They said it would mean
increased safety and convenience."
The trustees approved the concept
of a stipend for a Campus
Technology Contact Person.
Villarreal explained, "We're
designating that we'll have a
contact person that can troubleshoot
minor computer problems on each
campus. It will be a different person
at each campus. These persons will
need to have solid knowledge of
computers and software."
The trustees voted to adopt Local
Policy FDB concerning admissions,
attendance and intradistrict transfers.
Villarreal indicated, "The board
approved a routine policy to deal
with these matters. There are no
radical changes."
The trustees authorized the
declaration of an obsolete/surplus
inventory for puolic auction.
Villarreal noted, "We typically have
this auction every year or year-and-a
half. We are merely giving them
permission to carry out this
auction."
Lori Leal graduates
Army basic training
Army Pfc. Lori L. Leal has
graduated from basic combat
training at Fort Jackson, Columbia,
South Carolina.
During the nine weeks of
training, the soldier received
instruction and practice in drill and
ceremony, marching, rifle
marksmanship, armed and unarmed
combat, map reading, field tactics,
military courtesy, military justice
system, physical fitness, basic first
aid, and Army values, principles,
and traditions.
She is the daughter of Baldemar
Leal, Jr. of 608 Lincoln Street in
Rio Grande City.
Leal is a 1999 graduate of Rio
Grande City High School.
