January 11, 1967
Hon. Ben Barnes, Speaker of the
IHouse of Representatives
Sir:
I am directed by the Senate to in-
form the House that the Senate has
passed the following:
S. C. R. No. 1, By Aikin: Provid-
ing for a Joint Committee to arrange
for the canvass of the votes for Gover-
nor and Lt. Governor and for a joint
session to receive such report; etc.

BEN BARNESSpeaker Barnes addressed
House, as follows:the
Fellow Members of the Texas
House of Representatives, distinguish-
ed guests, ladies and gentlemen:
As I look around this Chamber I
see many familiar faces-faces which
have been here for many years in
some cases.
And I see new faces-faces of men
who are launching a career in the
Texas Legislature.
Whether those present are veterans
of many Sessions in Austin or fresh-
men members-whether they represent
farm lands-or heavily populated
metropolitan complexes, we all have
one thing in common.
We all have an obligation to our
State which few Houses have had.
The 60th Session, which brings us
to this Chamber, has a date
with destiny-that destiny is Texas'
future as we head toward the 21st
Century. We will not prepare this
generation and future generations to
meet the challenges of the space age
unless we accept our immediate obliga-
tions. The obligations which call not
only for specific legislation, but also
for* enabling legislation to permit
"planning for the future.We have an obligation to our cities
which are faced with mounting pro-
blems.
We have an obligation to unborn
children to do something about keep-
ing our air and water clean.
We have an obligation to our child-
ren and future generations to continue
our efforts toward excellence in educa-
tion from the elementary level
through graduate school.
We have an obligation to develop
a workable, satisfactory highway
safety program.
And we have an obligation to the
thousands of children in our State-
children with language disabilities,
children with emotional problems, and
children who are retarded.
Our State is moving rapidly to-
ward an almost unparalled position of
leadership in the family of 50 states.
Certainly there is still keen com-
petition among the big states, but
the attitude both inside and out-
side of Texas is one which re-
cognizes this State is on the move.
We here must face this challenge-
that is, not only to pass legislation
designed for these times and the
future years but also to gear the ma-
chinery of this House-and I hope the
entire Legislature-to meet the grow-
ing demands of a growing State.
As we begin our business here this
week representing some 11 to 12 mil-
lion Texans I think we should be
fully aware that the Members who
sit in this same Chamber 30 years
from now will be representing about
24 million Texans-twice the number
today.
And speaking of today-this is as
good a starting point for outlining
some of my ideas as I can think of.
I picture the House today as an
architect just sitting down to his
drafting table. In 140 days I hope the
House will have a blueprint for Texas
growth ready to show to our clients
-the people who elected us to these
jobs. This blueprint will reflect our
sense of duty to Texans not yet born
as well as to present generations.
While gearing to the growing de-
mands of our State, we must, I feel,
remain flexible and alert in all areas76
