and shall benefit the South Texas
State University; providing that
funds allocated to and bonds issued
by and on behalf of the Texas Col-
lege of Arts and Industries under the
Constitution shall be allocated to and
issued by the South Texas State Uni-
versity; ratifying, confirming and
validating all bonds and notes hereto-
fore issued in the name of the Texas
College of Arts and Industries; pro-
viding for severability; repealing all
laws or parts of laws in conflict here-
with; and declaring an emergency.
