tain amount of copper wire or cop-
per cable shall be guilty of a felony;
providing penalties for violations of
the terms of the Act; defining what
would be prima facie evidence of a
violation; providing certain defenses;
providing that the Act shall be cum-
ulative; providing a severability
clause; and declaring an emergency.
