RELATING TO A COMMITTEE TO
STUDY THE AVAILABILITY,
SOURCES, EXPENDITURES,
AND ROLE OF MONEY IN POLI-
TICAL CAMPAIGNS IN THIS
STATE
Mr. Harris offered the following
resolution:
H. C. R. No. 20
Whereas, There is increasing pub-
lic concern about the manner in which
political campaigns are presently fin-
anced; and
Whereas, Dependence on wealthy
contributors for the bulk of needed
funds tends to leave candidates of
modest means encumbered with larg-
er debts of loyalty to a wealthy few
than to the voting public, or else to
exclude them entirely from major
political contests; and
Whereas, Soaring campaign costs
have intensified this concern and made
it impractical merely to restrict the
size of contributions; and
Whereas, It may be necessary,
therefore, to develop alternative sour-
ces for financing political campaigns;
and
Whereas, The Congress and the
President have recognized this need
by enacting the Presidential Election
Campaign Fund Act (Title III of Pub-
lic Law 89-809, November 13, 1966);
and
Whereas, There has been no thor-
ough and comprehensive study of the
financial factors involved in political
campaigns in Texas; now, therefore,
be it
Resolved by the House of Repre-
sentatives of the State of Texas, thea special committee to study the
availability, sources, expenditures,
and role of money in political cam-
paigns in this State; and, be it fur-
ther
Resolved, That all committee mem-
bers be reimbursed for their expenses
incurred while performing commit-
tee business as provided in Section 20,
Chapter 303, Acts of the 57th Legisla-
ture, Regular Session, 1961 (Article
5429f, Vernon's Texas Civil Stat-
utes); and, be it further
Resolved, That the House and pub-
lic committee members be reimbursed
from the House contingent expense
fund, and that the Senate committee
members be reimbursed from the Sen-
ate contingent expense fund; and, be
it further
Resolved, That the Texas Legisla-
tive Council be requested to furnish
staff and clerical assistance to the
committee during its study; and, be
it further
Resolved, That the committee be
authorized to subpoena witnesses, and
compel the production of documentary
evidence, in accordance with the rules
prescribed by Sections 12-17, Chapter
303, Acts of the 57th Legislature,
Regular Session, 1961 (Article 5429f,
Vernon's Texas Civil Statutes); and,
be it further
Resolved, That the committee deter-
mine for local, state, and federal elec-
tions the total campaign costs, includ-
ing filing fees, advertising, campaign
literature, transportation, office space,
and staff salaries; and, be it further
Resolved, That the committee ex-
amine the possibility of effectuating
full and complete disclosure of cam-
paign financing by requiring the re-
porting of every political contribu-
tion and expenditure above a certain
minimum, by requiring more detailed
financial reports before the election,
and by vesting a state agency with
authority to examine the reports be-
fore the election; and, be it furtherSenate concurring, That the Speaker
of the House appoint three members Resolved, That the committee make
