an amount determined by the Secre-
tary of the Treasury to be equal to
not less than 5% of the aggregate
total of individual and corporate in-
come taxes paid to the United States
during the preceding calendar year.
"Such funds shall be remitted to
the States without restriction and this
remission of funds shall be in addition
to any other federal grant programs
which may be enacted by the Con-
gress.
"Each state shall share in such
remission in proportion as the popula-
tion of such State bears to the total
population of all of the States, accord-
ing to the last preceding Federal cen-
sus."; and, be it further
Resolved, That if Congress shall
have proposed an Amendment to the
Constitution identical with that con-
tained in this resolution prior to July
1, 1969, this application for a conven-
tion shall no longer be of any force
or effect; and, be it further
Resolved, That a duly attested copy
of this resolution be immediately
transmitted to the Secretary of the
Senate of the United States and the
Clerk of the House of Representatives
of the United States and to each
Member of Congress from this State.

TO REQUEST THE CONGRESS TO
ENACT A MEASURE PROVID-
ING FOR THE SHARING OF
FEDERAL INCOME TAX RE-
CEIPTS WITH STATE AND
LOCAL GOVERNMENTS, ETC.
Mr. Abraham offered the following
resolution:H. C. R. No. 17
Whereas, A major problem in feder-
al-state relations is one of increasing
centralization of power and assump-
tion of responsibility at the national
level, causing a weakening of the
ability of the states to meet their
responsibilities; and
Whereas, The national government
has largely preempted the income tax
as a major source of revenue, thereby
limiting the revenue available to the
state and local governments; and
Whereas, The adoption of a plan
for the sharing of federal income tax
receipts would enable the state and
local governments to serve Texas citi-
zens more effectively in meeting the
problems and challenges facing the
state in this rapidly changing space
age; now, therefore, be it
Resolved by the House of Repre-
sentatives of the 60th Legislature, the
Senate concurring, That the Texas
Legislature most urgently requests
the Congress to enact a measure pro-
viding for the sharing of federal in-
come tax receipts, both personal and
corporate, with the state and local
government, without binding restric-
tions, to use as they see fit in solving
contemporary problems and in plan-
ning for the future; and that copies
of this Resolution be forwarded to all
Members of Congress from Texas.

17, Article IV, Constitution of the
State of Texas, to provide for an an-
nual salary of $18,000 for the Lieu-
tenant Governor and for the Speaker
of the House of Representatives, and
to extend to 140 days of the Regular
Session the per diem allowance of
Members of the Legislature.
