fined in Fortress Monroe, are delightfully cool m
the hottest days. The prisoners are allowed no
books excépt the Bible and Episcopal prayer-
book, no newspapers, no pen and ink, and have
literally nothing to do. Clayismokes incessantly.
Davis tries to engage thq guards in conversation,
Ijut does not succeed much,, as that, is prohibited.
As those deprivations add nothing to the secu-
rity of the prisoners, it'is difficult to understand
<henv;" It is not common to punish the worst
criminals in advance of trial.. If Mr. Stanton
had eVen relaxed his rigor so far as to permit the
wives of Davis and Clay to reside near by and
visit them occasionally, it Would not have been
an extraordinary stretch of cleraeney. A great

Continued IÍkütbamty in Mexico, —Letters
from Vienna say that Mr. Motley, our Minister
at that court, baa given renewed assurance to the
family of Maximilian that the United States will
continué to be neutral in regard to affairs in Mex-
ico. Mr. Bigelow, at Pans, has also renewed
the same assurances at the court of Napoleon.
This, with the renewal of instructions to the same
effect, to the General in command on the Rio
Grande, especially at the present time, would
a.iem to indicate that the Government is anxious
to allay the apprehensions on this subject wnich
have sprung up sitice the close of our civil war.
The troops sent to Texas, wo are assured, have
for their sole object the preservation of order to
UiatjState, and in no way threaten interference
in the internal añhirs of our neighbor. -
A (leet of twelve boats passed Vicksburg on
Friday loaded with the troops belonging to
Tliomaa's army The names of the boats are Pa-
lestine, Pioneer, Itobert Moore, Cora S., Silver
Moon, Havana, Argosy, JLady Franklin, Darbie,
Idaho, Hose IIamble ton and Golden Era. All
but .the t*ft> lastnamed arc li$ht-draft stern whee-
lers, and from this lact it ia supposed the fleet
will proceed up Red River. The two side wheel-
ers disembarked the troppsi they had on . board
at Natchez, and returned up the river.

The people of Texas are informed that In accordance
with a proclamation from the Executive of the United
States "all staves are free." This involves an abso-
lute equality of personal rights and rights of property
between former masters jand slaves, 3<i the connec -
tion heretofore existing .between then becomes that
between tmployer and hired labor.
The freedmen tire advised to remain quietly at their
present homes and work for wages. Tiiey are inform-
ed that they wil not be allowed to collect at military
posts, and that they wilt not be supported in id'eness
either there or else where. By order of

will be arrested as prisoners of war and sent North for

All acts oí the Governor ancS Legislature of Texas,
since the ordinance of secession, are hereby declared
illegitimate.
All civil and military officers and agents of the so-
called Confederate States Government, or of the
State of Texas, and all persons formerly connected
with the Confederate States Army, in Texas, will at
onCe report for parole at one of the following places,
or such others as may be designated hereafter, to the
proper United Statf-s officers to be appointed : Hous-
ton, Galveston, Bonham, San Antonio, Marshall and
Brownsville.
Although their long absence from their homes, and
the pecuhar circumstances of their State, may palliate
their desertion from their organizations, this order will
be strictly and promptly complied with.
The above mentioned,* and all other persons haying
m their possession public property of any description
whatever, as arms, horses, munition, Ac., formerly be-
longing to the so-called Confederate States, or State of
Tex^s, will immedjately deliver it to the proper United

III. All vessels arriving before November 1st,.
1865, from any port of Mexico, Central America,
the West India Islands, South America, Norih
of latitude twonty degrees South, or from any
foreign port which may be subject f® yearly visi-
tation of Yellow Fever, or in which yellojv fevor
may prevuil at the time, and all vessels which
may touch or stop at any ol the before mentioned
ports, as well as all vessels áVrivi&g from''ports
within the United States in which the preval-
ence of contagious or infectious disease is'an-
nounced, will be subject to rigid quarantine regu
iationa. The Boarding Officer will direct the
Master of tho vessel to anche* at the point se-
lected for quarantine anchorage; will report with-
out delay to the -Post (¿onnnander all facts in the
case; will regulate all intercourse between th<?
vessel and any other vessel, and with the shore,
and take such measures as the case may demand.
A eatable Hospital, on land, near the quarantine
ancho^ge, will be provided for the reception of
such patients from infected vesels aa the Medical
Officer may direct.
In case no contagious infectious disease be
discovered on board, passengers will be landed,
their clothing and baggage Hired; all packages of
stores, or cargo likely to carry disease, oponed
and exposed to thn air, and the vessel cleaned
aud fumigated When these precautions hávo
boen taken, tho yesael will be permitted, under the*
laws in force at the time, to proceed, or lighter,
to the proper lauding place and depark her pas-
sengers and cargo. "V
lu case of such disease being discovered oiv
boad, all the precautions stated hereinbefore will
be taken, and the additional provision exacted,
that no debarkation shall take place, except
within quarantine limits, until. Teu Days shall
have elapsed since the appearance oí the last
case of contagious or infectious disease. v
IY. Vessels leaving ports iu Texas occupied
by military forces, will receive from the Medical
Boarding Officer, a proper bill of health to facili-
tate their entrance into other porta.
V. The co-operation of the Navy is invited in
the enforcement of this Order.
